ADVERTISEMENT FOR BIDS

1.1 PROJECT INFORMATION

    A. Notice to Bidders:    Qualified bidders may submit bids for project as described in this Document. Submit bids according to the Instructions to Bidders.

    B.    Project Identification: Plymouth Public Library Renovation, 1905.05.

1. Project Location: 201 North Center Street, Plymouth, IN 46563.

    C. Owner: Plymouth Public Library, 201 North Center Street, Plymouth, IN 46563.

    E. Project Description:

1. The Project consists of all work indicated in the Contract Documents, which includes, but is not limited to: selective demolition and interior renovation of the existing two-story library; and site improvements. The renovation affects approximately 31,278 sf of the approximately 37,939 sf existing building area and includes replacement of the certain windows, doors, door frames, storefront systems, ceilings, floor finishes and cabinetry throughout; interior metal stud and gypsum board partition walls; custom fabrications, build-out of additional restrooms; custom ceiling configurations; expansion of the fire suppression system; patch repair of the roofing assembly to accommodate new penetrations, reconfiguration and or replacement of mechanical, electrical, plumbing, technology, audio visual and other low voltage systems.

    2. Site improvements include the replacement of concrete sidewalks, build-out of retaining walls/planter beds, and the enhancement of the main entry plaza.  Contractor shall provide staging and phasing plan for City of Plymouth Board of Public Works review and approval.

    3. Work will be under a single prime contract.

F.    Construction Contract: Bids will be received for the following Work:

    1. General Contract (all trades) using AIA A101-2017 Standard Form of Agreement Between Owner and Contractor. General contractor and its subs / vendors are responsible for the contents included within the ENTIRE SET of contract documents.

1.2 BID SUBMITTAL AND OPENING

    A.   Owner will receive sealed, hard copy, lump sum bids until the bid time and date at the location given below. Owner will consider bids prepared in compliance with the Instructions to Bidders issued by Owner, and delivered as follows:

    1.  Bid Date: October 31, 2022.

    2. Bid Time: 10:00 a.m. Eastern Standard Time.

    B. Bids will be thereafter publicly opened and read aloud.

    C. Bids received after that time will be returned unopened.

    D.    Owner reserves the right to reject any and all bids and to waive informalities and irregularities.

1.3 BID SECURITY

    A. Bid security shall be submitted with each bid in the amount of five (5) percent of the based bid amount plus any alternates.

    B. No bids may be withdrawn for a period of sixty (60) days after opening of bids. Owner reserves the right to reject any and all bids and to waive informalities and irregularities.

1.4    PREBID MEETING – REQUIRED ATTENDANCE BY GENERAL CONTRACTOR

    A. Prebid Meeting: A Prebid meeting for all bidders will be held at Plymouth Public Library in the Laramore Conference Room B on Tuesday, September 29, at 9:00 a.m., eastern standard time. Prospective prime bidders are required to attend. Virtual participation will not be provided.

1.6 TIME OF COMPLETION

    A. Successful bidder shall begin the Work on Monday, January 9, 2023, and shall complete the Work within the Contract Time. The scope of the entire project is anticipated to be completed within 14 to 16 months. Work shall be performed in phases with each phase being substantially complete and occupied by the owner.

    B. Contractor shall include within their bid documents a list of materials that have lead times of more than 16 weeks, and include recommendations for expedited shop drawing and release of said materials.

1.7 BIDDER'S QUALIFICATIONS

    A. Bidders must be properly licensed under the laws governing their respective trades and be able to obtain insurance and bonds required for the Work. A Performance Bond, separate Labor and Material Payment Bond, and Insurance in a form acceptable to Owner will be required of the successful Bidder.

    B. An out-of-state contractor and sub-contractors will be obligated to show proof that they are registered with the Indiana Secretary of State to conduct business in the State of Indiana

    C. Bid proposals shall be properly and completely executed on the Bid Form provided. Each bid proposal shall be accompanied by an executed non-discrimination commitment (as included in the Supplementary Bid Form) and the State Board of Accounts Form 96, as required by statutes of Indiana.

    D. The Owner reserves the right to request supplemental information provided by the bidder, and may also conduct random inquiries of the bidder’s current and previous customers regardless of qualification status.

1.8 REQUEST FOR INFORMATION

    A. All request for information shall be solicited through a prime bidder and be directed to the Architect, Tyler Kelsey via email correspondence. Requests for information received by the Owner, Owner’s Representative, or design team members that are not the Architect may not be received.
