Man Allegedly Printed Off Child Porn At Pharmacy

SYRACUSE - Court documents filed Thursday indicate the Syracuse man arrested Tuesday on drug and child porn charges allegedly printed photos off at an area pharmacy.

Robert B. Fowerbaugh, 51, of 411 N. Main St., apt. 1, Syracuse, is charged with three counts of possession of child pornography, Level 5 felonies; possession of methamphetamine, a Level 5 felony; three counts of possession of child pornography, Level 6 felonies; possession of marijuana, a Class B misdemeanor; and possession of paraphernalia, a Class B misdemeanor.

He was booked into the Kosciusko County Jail at 10:21 a.m. Tuesday on a preliminary $5,250 bond.

According to the probable cause affidavit, on March 16 Syracuse Police Department officers began an investigation into an individual printing photos of child pornography at a Syracuse pharmacy.

The pharmacy manager said on March 15 that a man, later identified as Fowerbaugh, had been developing multiple child pornographic images at one of the photo kiosks. The manager said the employees didn’t know the identity of the man.

The manager said the first time Fowerbaugh was allegedly discovered to be printing photos depicting child pornography was on Nov. 11. Fowerbaugh left some of the photos at the kiosk and another customer found them and gave them to a store clerk. Employees recovered more of the photos from inside the kiosk. That incident was reported to SPD and the investigation was ongoing to identify Fowerbaugh. The manager said the kiosk stores images and the images were reprinted by management and given to law enforcement. The images allegedly depicted multiple nude females of varying ages under 18, according to court documents.

The manager reported to officers at approximately 3:11 p.m. March 15 that Fowerbaugh again printed multiple photos at one of the self-service photo kiosks. Employees observed the photos contained images of nude girls under the age of 18 engaged in sex with an adult man. One of the girls appeared to be approximately 5 years old, according to court documents. Police were shown store surveillance video of the purchase of the photos.

At approximately 10:52 a.m. March 17, an officer observed Fowerbaugh, who matched the description of the subject being looked for. The officer approached Fowerbaugh and, during the encounter, Fowerbaugh identified himself.

Fowerbaugh’s identity was confirmed through his driver’s license and a booking photo from a recent arrest.

On March 18, an officer met with a store employee who said she was working on March 15 when Fowerbaugh was printing the photos. She said she recognized him from the prior time he was at the store printing photos. She identified Fowerbaugh from a photo lineup, according to court documents.

At approximately 9:07 a.m. Tuesday, officers went to speak with Fowerbaugh. The officers knocked on the door and both officers were allowed in to the residence. Fowerbaugh was read his Miranda rights and he agreed to participate in an interview.

During the interview, Fowerbaugh said he printed child pornographic images on approximately six occasions at the store. He told police he was currently in possession of those photos and were contained in a wooden box with a brass lock in his bedroom, according to court documents.

Fowerbaugh allegedly said the photos contained nude and sexual photographs of children as young as 5. He also said there was marijuana and methamphetamine in his apartment.

On Tuesday, police obtained and executed a search warrant of Fowerbaugh’s apartment and located child photographic photos. Police also located a cellular phone on a tripod in Fowerbaugh’s bedroom and two sex dolls that were approximately 4 feet tall. He also allegedly had children’s clothing in his bedroom that he would use to dress the dolls.

Officers also located approximately 9.4 grams of methamphetamine, Ziploc baggies, multiple scales, two airsoft guns that allegedly looked like real guns and under 30 grams of marijuana. There was also a computer in Fowerbaugh’s apartment that was powered on and the internet browser was open to a child pornography site, according to court documents.
