IACHES Names Winger ‘Administrative Employee Of The Year’

Highway Superintendent Steve Moriarty said Debbie Winger last week received an award from the Indiana Association of County Highway Engineers and Supervisors (IACHES) as the administrative employee of the year.
“This is a great honor throughout all of the state of Indiana that they would pick Ms. Debbie,” he said.
On Nov. 4, 1991, Winger began at the Kosciusko County Highway Department.
Debbie has dedicated years of service to the taxpayers and all of Kosciusko County, Moriarty said.
“As the office manager, Debbie has many responsibilities and duties. First and foremost, she looks over the safety and well-being of our employees and our residents of Kosciusko. She’s instrumental in our day-to-day activities at the county, overseeing the financial allocations of local and federal dollars,” Moriarty said. “Debbie is the definition of heart and loyalty.”
He said Winger has 43 employees that she “treats like her own family, always protecting and guiding through every aspect of life. She is the best of the best. Mrs. Debbie is not only a co-worker, she is our friend.”
Winger enjoys spending time at her lake house on Chapman Lake in Warsaw with her husband of 40 years, Matt. She and Matt have two children, Alex and Leah.
“And I would like to honor her today,” Moriarty said, calling Winger up to the podium for photos. She declined to say a few words.
