County Highway Superintendent Steve Moriarty Receives Statewide Award

The IACC announced Moriarty was selected their 2022 Outstanding County Highway Supervisor of the Year.
The award is in recognition of his contributions made to county government throughout his years of public service, according to a news release from IACC.
In a telephone interview today, Moriarty said he was down at the annual conference and his assistant superintendent told him they needed to make it to the class on time. Moriarty thought they had plenty of enough time to make the class.
As the biography of the Outstanding County Highway Supervisor was read, Moriarty remembers thinking how busy the person must be. Then the presenter said Kosciusko County and Moriarty realized they were talking about him.
“What a great honor,” he said. “I had no idea. I’m just glad they (the county commissioners) nominated me.”
While Moriarty began full-time at the KCHD in 2003, he started at the Highway Department part-time in 1998 while in school at Purdue University. He earned his teaching degree at Purdue, but when he couldn’t find a job at the time, he decided to stay at the KCHD. Three years ago, Moriarty was named superintendent.
Moriarty attributed his success to the great team he has at the Highway Department.
“We’re just so fortunate. We have good employees here who are good at what they do. They take their jobs seriously,” he said.
The Highway Department employees enjoy serving the community and are the first line of defense when it comes to things like snowstorms and road emergencies. Moriarty said his department has heart and a love for the community.
The Outstanding County Highway Supervisor Award is a crystal trophy and presented to only one supervisor in Indiana’s 92 counties.
“There are a lot of other great superintendents out there. It’s not just me” that is recognized by the award, he said. It’s for all the work the KCHD employees do.
Moriarty’s list of accomplishments, according to the news release, includes:
• He is very aggressive in applying and receiving grants and matching funds for road projects.
• He is a very supportive and encouraging leader to his employees and maintains a great work environment. It doesn’t matter how busy he is, he always takes the time if someone needs to talk.
• He has implemented improved safety protocols throughout his department.
• He communicates regularly and meets with the commissioners and county auditor to keep everyone informed and to answer any questions.
• He serves on the Indiana Association of County Highway Engineers and Supervisors and AIC’s Legislative Committee. He has worked with state legislators and has testified in front of Indiana Legislative committees concerning issues affecting highway funding.
• He participates with the Indiana Department of Transportation’s (INDOT) Local Public Agency Collaboration Committee to engage with local transportation leaders to continuously improve levels of service.
• Because of his expertise, he is often called upon to participate as trainer for LTAP (Local Technical Assistance Program) and has been a LTAP trainer since 2015. He has trained 37 local agencies in drainage and 137 in snowplow safety.
• He achieved his LTAP Road Builder Certificate in 2012 and his LTAP Master Road Builder Certificate in 2016. He has over 700 Road Scholar credits.
He extends his natural leader abilities in his community as head coach of a high school football team.
His Board of County Commissioner unanimously stated in their nomination that, “He cares about doing his job with excellence while also saving taxpayer money. We are thankful to have him as the superintendent of our highway department.”
The IACC 2022 Annual Conference is the largest gathering of county commissioners in the state.
The IACC is a nonprofit organization established to provide the best education, leadership support and advocacy services for county commissioners to strengthen their influence throughout Indiana. The objectives of the Association are to promote cooperation of the county unit with all other units of local government, (cities, towns, township, etc.) and with state and federal agencies; and to promote improvement and efficiency in the delivery of county government services, the news release states. The various functions of the IACC include serving as liaison among counties, state and federal agencies, lobbying the Indiana General Assembly on behalf of county commissioners, as well as providing technical assistance and training to county commissioners and support staff.
