REQUEST FOR PROPOSALS/QUALIFICATIONS

PARKS FACILITY PROJECT CITY OF WARSAW, INDIANA

I. PROJECT INTRODUCTION:

    In  accordance  with  IC 5-23, et seq., the  City  of Warsaw,  Indiana  (City), invites  any  and  all qualified  parties  to submit Statements of Proposal/Qualifications under  a public-private partnership, to finance, operate,  and/or  construct  a parks facility in Warsaw,  Indiana.  City will make a selection  pursuant to this RFP/Q based  upon  the qualifications and  experience of the proposing team.  The  ultimate  scope  of work  to be performed by  the  selected  team  will  be considered and  determined in the context of a post-selection  scoping  period.  Such scope may include  some or all of the above-listed  items, and nothing  in this Request for Proposals  shall be construed as the promise  of a particular aspect of work. Moreover, nothing  in this Request for Proposals/Qualifications shall prevent  the City from ultimately  electing to proceed  under  a Construction  Manager   as  Constructor  delivery.   The  City  is  committed   to  utilizing   local contractors and labor, and proposers should  take such commitment into consideration.

II.  PROJECT SCOPE:

    General:

    Selected proposer  will provide  all design  services, site work, labor, and material  to construct  a facility for use by the City's  Parks  and  Recreation  Department as a maintenance garage,  with associated  parking  and  maintenance equipment yard,  in  accordance  with  the  facility  design produced  by  Design  Collaborative  under   separate  engagement  with  the  City.  Please  see attached  and incorporated renderings and basic floor plans for reference. The building  will have the following general characteristics:

    •    Single-story maintenance garage building  with Parks Department offices, approx.

6,000 square feet, housing:

    • Vehicle Storage

    • Small shop

    • Training/break room with personnel lockers

    • Restrooms

    • Multiple work bays

    • Wash bay

    •  Carpentry bay

    • Tool storage room

    • Supply storage room

    • Storage mezzanines, as required

    • Fencing and powered  gates

    • Site/exterior  lighting

    • Powered  parking stalls

    • IT-Ready Facility

III.  PROPOSAL EVALUATION:

    The City will form a committee to review the proposals received.  The criteria which will be utilized in evaluating proposals is as follows:

    • Terms on proposed  financing (15pts)

    • Experience developing similar projects (30pts)

    • Local preference; demonstrated ability and capacity to perform  the work (20pts)

    • Reputation, as indicated  by references, for performing this type of work  (20pts)

    • Process of development of similar projects (15pts)

IV.   PROPOSALS

    Please respond  to the following requests:

    • List at least  three  (3) case studies of similar  projects  you  have  financed  and  constructed.

Include  names,  telephone numbers and  addresses to be  used  as  references  to  the  listed projects.

    • A proposed  schedule  for the project, including proposed  dates to commence scoping period, review  facility design,  arrive  at guaranteed maximum  price, close on financing,  commence construction, substantially complete  construction, and  convey  the completed  facility to the City.

    • A  description  of  the  project  team  including  the  project  lead,  financing   partners, and construction team.

    • Proposed  financing  terms and conditions.

    • Please identify fees that may be requested during  the scoping process.

    • A rough  pricing  document (to be sealed  in  a separate envelope)  to explain  the  order  of magnitude of a project  of this nature  along  with  a description of the  proposed  financing solution.

V.   General Conditions

    It should  be understood that:

    • The City reserves the right to reject any and all Statements of Proposals/  Qualifications at its sole discretion.

    • The City  does  not  require  submission of a certified  check  or other  evidence  of financial responsibility  with a proposal.

    • All offerors  will be accorded  fair and  equal  treatment with  respect  to any opportunity for discussion  and  revision  of proposals.  The City may enter  into discussions with offerors  to clarify and assure a full understanding of proposals.

    • The City may refuse to disclose the contents  of the Statements of Proposals/  Qualifications during  discussions  with eligible offerors.

    • Proposing   firms  shall  not  contact  City  officials  (with  the  exception  of James  Emans,  as indicated  below), City Council members,  or members  any other  voting body.    All correspondence and questions for this RFP/Q should be handled through the City:

    • The City  reserves  the  right  to combine  components and  partners of various  proposers in order  to assemble  its  preferred team.  No proposer  shall  claim  an  exclusive  right  to any component or prospective partner.

    • The  City  reserves   the  right   to  enter   into  a  Scoping  Agreement  with   an  offeror  for preliminary design  and  development services  prior  to closing  on  an  agreement to move forward    with   the   Project.   After   the   Scoping   period,   the   City   shall   either   make   a recommendation  to  award   the  public-private agreement  to  an  offeror,  engage   another proposer, or terminate the request for proposal  process.

    • Anticipated timeline:

    Q&A Period        March 22- April 12

    Submission  Deadline    April 22

    Internal  Review/Finalists Presentations    April 23 - May 6
