Tippy Valley Looks To Oppose HB 1005

Both bills would establish the Indiana education scholarship accounts and expand the school voucher program.
House Bill 1005 would also provide “a deduction from Indiana adjusted gross income for a grant amount that is distributed to a taxpayer's Indiana education savings account and used for a qualified expense, to the extent the distribution is included in the taxpayer's federal adjusted gross income,” as well as changing the eligibility requirements to receive choice scholarships.
The bill would make changes to the amount of tuition an eligible choice scholarship student is entitled to receive to attend a choice scholarship school.
“We’re going to come together with a lot of other school boards that have passed these resolutions. We’re looking at a situation with our funding and what they’re proposing with the scholarship grant program, it’s taking money away from public schools,” said Superintendent Blaine Conley. “Well over 90% of students who are in school are in public schools.”
During Monday’s meeting, Conley will discuss “the millions of dollars that are being syphoned off of the state tuition support to public schools that are going toward charter school vouchers and the House Bill 1005 and how that’s affecting us.”
The board will vote to approve the resolution to oppose both bills Monday.
“Probably the good thing is, I’ve seen so many school boards and so many communities come together in opposition to this,” Conley said. “So I think our community will do the same. Because we understand, being a rural school corporation, we expect our legislators to represent us and not the party line. So I’ll look forward to talking about that Monday.”
In other business, the board also will honor Dan Franklin, industrial tech teacher at Tippecanoe Valley High School.
Conley said he is retiring after 29 years of experience, all of it at the school corporation. There will be a reception for him half an hour before the meeting.
His retirement will be voted on during the meeting.
Conley said the board will be voting on two other retirements on top of Franklin’s. Those teachers are Lee Ann Rock, fourth-grade teacher at Mentone Elementary, and Debra Lee, reading recovery teacher at Akron Elementary. Lee and Rock will be honored when the school board visits their schools during the April 12 and May 17 meetings, respectively.
