BOW OKs Consultants To Help With ARP Funds

Warsaw Board of Works members Mayor Joe Thallemer, George Clemens and Jeff Grose started the Friday meeting by hiring Baker Tilly’s financial advisors as consultants for the city’s distribution of $3.4 million in American Rescue Plan funds.

The accountants will help the city effectively distribute the amount.

“Department of Treasury guidelines have continued to change,” Thallemer said about the federal funds. “(Clerk-Treasurer) Lynn (Christiansen) and I want to follow eligibility guidelines and having a consultant is important.”

The money will be added to the city’s 2022 budget. The funds can be utilized until December 2024.

Human Resources Director Jennifer Whitaker presented travel requests for police officers Christopher Brown and Jordan Roberts to attend Cellebrite Certified Operator training in Illinois; for Det./Sgt. Brad Kellar to attend passenger vehicle drug interdiction training in Kokomo; and for stormwater utility workers Brandon Cordell and Ryan Workman to attend the 2021 INAFSM Annual Conference in Evansville.

Whitaker also presented a payroll change for patrol officer Justin Lewis, who was assigned to third shift with a biweekly pay of $2,288.68; and Jeremy Humes was hired as a park department electrician for $25.50 per hour.

Parks Superintendent Larry Plummer presented several event entertainment contracts: with Ice Creations for a wood carving demonstration during the Fall Family Fun event Oct. 8 for $575; with Incredible Bats to provide bats during the Fall Family Fun event for $400; with balloon artist Kem Ernsberger for work during the Family Carnival on July 30 for $240; with caricature artist Randy Martin for work during the Family Carnival for $255; with caricature artist Darlene McCartney for work during the Family Carnival for $240; and with balloon artist Mello Productions for work during the Family Carnival for $255. They were all approved.

Justin Taylor, city planner, presented Anchorage Road project pay application No. 21 from Structurepoint for preliminary engineering for $4,753.48.

Brian Davison, wastewater treatment plant superintendent, presented an invoice from G & G Hauling and Excavating for $22,695.83 for work on the Pike Lake shoreline stabilization project. Davison recommended payment of $20,426.23 and retaining $2,269.58, which was approved.

The board also approved a surface water utility easement at 1615 Springhill Road between the city and the property owners there for upcoming drainage work.

Davison also received approval for two Wessler Engineering pay applications related to the wastewater plant expansion project. Davison said the work at the plant was very nearly complete. The board approved pay application No. 108 for $37,139 for construction oversight and No. 110 for $2,422 for an updated asset management report. Also approved was NV Grant Services’ pay application No. 109 of $1,170 for payroll oversight on the wastewater plant expansion project.
