Man Arrested After Drugs Found In His Shoes During Traffic Stop

James Allen Runyon, 49, of 1021 S. CR 675W, Warsaw, was booked in the Kosciusko County Jail at 9:51 p.m. Jan. 10 and faces charges for possession of a narcotic drug, a Level 4 felony; possession of cocaine, a Level 5 felony; possession of methamphetamine, a Level 6 felony; and possession of paraphernalia, a Class C misdemeanor.
According to the probable cause affidavit filed Wednesday in Kosciusko Circuit Court, at 8:42 p.m. Jan. 10 a Warsaw police officer was patrolling on West Winona Avenue just east of the intersection of South Zimmer Road when he was passed by a white Ford Escape with a loud exhaust.
The officer decided to turn around to follow the Escape and run the license plate, which returned to a silver Chevrolet Cavalier, according to court papers.
The officer conducted a traffic stop and reported the driver, later identified as Runyon, was moving around furtively. Runyon was asked to step out of the vehicle, and after he did so, according to the affidavit, police observed in plain view a clear plastic bag containing white powder on the driver’s floorboard.
According to court papers, the officer asked Runyon if it was methamphetamine.
“Cocaine, actually. Just doing a little bit,” Runyon responded, according to the affidavit, with Runyon adding that he had just used some about an hour earlier.
Runyon allegedly told police he purchased the cocaine in South Bend. He then told police he has a meth pipe and heroin in his shoes.
Officers located a meth pipe with burn marks, three pieces of foil with two of the pieces containing a brown rock-like substance and a plastic corner baggie containing a brown rock-like substance in Runyon’s left shoe, according to court papers. The rock-like substance tested positive for methamphetamine and weighed .6 grams, according to court papers.
In Runyon’s right shoe, according to the affidavit, police found 12.1 grams of heroin. The white powder-like substance that was on the driver’s floorboard tested positive for cocaine and weighed 5.6 grams, according to court papers. Officers also located a digital scale that tested positive for cocaine residue.
Runyon’s bond was set at $25,250.
