Commissioners OK Letter Supporting Facade Grant Application For Old Post Office Building


The old post office building in downtown Warsaw is a historic landmark.

At their meeting Tuesday, the Kosciusko County Commissioners approved a letter of support for Forte Residential – the current resident of the building – to pursue a facade grant for the building.

County Administrator Marsha McSherry read a letter to the Commissioners from Thomas E. VanMeter, Forte Residential Inc., requesting the support. The grant is from the Office of Community and Rural Affairs Historic Renovation Grant Program. “I need to have evidence that the community supports our efforts to improve the exterior of our historic building, the old post office,” the letter states in part. “The county is not being asked for any funds.” The letter states they are just seeking support from local government in an effort to secure funds from state government.

In making a motion to support that effort, Commissioner Cary Groninger said, “I know it’s a gorgeous historical building in our downtown Warsaw. I want to help them out any way we can to keep it looking that way.”

Commissioner Brad Jackson provided the second, and the letter was approved 3-0.

Kosciusko County Commissioners also voted to accept all three Area Plan recommendations that came before them Tuesday.

The first was to deny a request by Morris E. and Cynthia Jones, 3052 W. Sunset Lane, Silver Lake, to vacate a 140-foot portion of Sunset Lane right-of-way. The second was to approve the rezoning of the property at 970 N. Lake St. from an Industrial II district to a Commercial District. The former Video World building will become a tattoo parlor and hair salon. The third was approval of William Bowen’s petition to rezone ground from a Residential District to an Agricultural District. His property is on the north side of CR 850S and zero feet east of CR 600W in Seward Township.  

In other business, the Commissioners approved:

• The fourth quarter CARES Act claim for Kosciusko Area Bus Service, as presented by KABS General Manager Tony Peterson. The claim is for April 1 to June 30. Peterson said the claim is 100% federal funds and there are no state funds to claim. The claim represents $167,030 for operating expenses.

• Two agreements for renewed benefits consulting services with Creative Benefits LLC, the manager of the group health plan and employee clinic for the county to help control claims and expenses costs, as presented by county attorney Ed Ormsby. He also presented a renewed lease agreement with Creative Benefits Solutions for office space at 205 N. Lake St., which also was approved.

• A right-of-way agreement for Bridge 227 between the Indiana Department of Transportation and the county, as presented by Kosciusko County Highway Superintendent Steve Moriarty. Bridge 227 is on Hand Street, on the west side of Warsaw.

• The appointment of Bob Momeyer, Kosciusko County systems administration, as the county’s person to report any cyber-security incidents to the state, as required by House Bill Act 1169. McSherry made the recommendation.

• Approved $12,284.50 to CSD, the company contracted with the county to do video conferencing work in various parts of the Justice Building and County Courthouse, as requested by McSherry. She said the funds were for additional wireless microphones, equipment, programming and installation of the same. The expenditure was approved by the CARES Act Committee.

The next Commissioners meeting is at 9 a.m. Aug. 31.
