Woman Facing Charges After Man Dies

A Warsaw woman was arrested for failing to report a dead body after a man she was allegedly doing drugs with overdosed, and she fled.

Amanda Rose Ramsey, 39, of 814 E. Arthur St., Warsaw, was booked in the Kosciusko County Jail at 7:27 p.m. Sept. 17 and faces a Class A misdemeanor charge for knowingly or intentionally failing to report the body of a deceased person to a public safety officer, coroner, physical or 911 call center within three hours after finding the body.

According to the police report filed Monday in Kosciusko Superior Court II, at 3:13 p.m. Sept. 17, a man called 911 and said he had just been told about a man who was possibly dead near the Victory Hotel.

Police and the man searched the area and then located the victim’s mother. Police told the woman they were looking for her son, who may possibly be dead. The woman led police up a staircase in another building, according to court papers, and the victim was found lying on his back on the bed, according to police reports.

Both the man who called 911 and the victim’s mother told police about Ramsey. Ramsey had allegedly been using heroin with the victim for years and left the apartment after she discovered the lifeless victim. Ramsey went to the man’s home who called 911 in a panic, according to court papers, driving the victim’s car. She told the man that the victim may have overdosed and that she didn’t want to call police because she has active felony warrants out for her arrest.

According to the affidavit, police went to the location where Ramsey was to be located and found Ramsey and the victim’s vehicle. Police told Ramsey the man was dead, and according the affidavit, she became very upset and began crying.

During an interview with Warsaw police, Ramsey said she and the man had been using heroin earlier that day and both laid down for a nap. A few hours later, she woke up, but the man did not. Ramsey said she initially thought the man was “joking”?that he overdosed, because he’s done that before, according to the affidavit. However, Ramsey began to worry that he was truly dying or dead, so she left and immediately drove the victim’s car to a friend’s house to alert them of the situation.

According to the affidavit, police told Ramsey it is always the better choice to call for help if someone is overdosing rather than avoiding an arrest, and Ramsey agreed.

Her bond in this case was set at $450. She’s due in court at 1 p.m. Oct. 19.

According to court records, Ramsey had active felony warrants out of Whitley County for counterfeiting, unlawful possession of a syringe and unlawful possession or use of a legend drug, all Level 6 felonies; possession of a controlled substance, a Class A misdemeanor; and possession of paraphernalia, a Class C misdemeanor.
