Aviation Board Approves Quote For Emergency Repair

Airport Manager Nick King said there are 35 cracks causing pavement failure on the east/west taxiway Alpha. King said they had originally planned to crack-seal the cracks, but some cracks are now 3 inches wide and turned into a serious crack.
“The cracks were small enough that we couldn’t crack-seal last fall,” King said. “We need to get them fixed now rather than later.”
Phend & Brown was the lone bidder to do the crack work, with a base quote of $72,555 for an Indiana Department of Transportation-approved mix to repair the cracks. Phend & Brown also provided a quote for $76,930 that includes an Federal Aviation Administration-approved mix.
The board chose to go with the FAA mix and unanimously accepted the $76,930 quote.
Mary Kerstein, project manager for CHA, handling the updates to the runway 18/36 extension and the power line lowering project, presented a change order with Phend & Brown for $4,157.15 for additional work for cement stabilization. Kerstein said the runway rehabilitation project is nearing completion, with a final inspection scheduled for Nov. 20. The board approved the order.
Kerstein told the board that she is preparing to do a grant amendment because the 18/36 runway project has exceeded the allotted grant amount. She put the board on alert that whatever the cost of the grant is, the airport would have to cover 10% of the cost.
The board also approved to submit a grant for $7,598.415 per the request of the FAA for the power line project. If the board gets the grant submitted this year, the airport won’t have to adjust figures next year.
The board also approved to lease a hanger to Zimmer Biomet for $5,000 per month through 2025, and a modification for Hanger 24 to a new owner who wants to put in a septic system for a bathroom. That tenant will be responsible for all costs and maintenance.
King reported he will be receiving $69,000 of CARES Act funding.
“We’re finalizing getting that money to be able to put back into our general fund, so hopefully by next month’s meeting we will have all of that taken care. We’re just using it for payroll. It was easiest just to be put it into our (general) fund to help offset the loss of fuel sales this year and then we will using that to help cover payroll and other expenses that go along with that,” like health insurance,” King said.
The next Warsaw Aviation Board of Commissioners meeting is 5:15 p.m. Dec. 8.
