ADVERTISEMENT FOR BIDS

    Sealed Bids for the construction of the Airport and Miriam Water Tank Improvements (Division A & B) and Waterworks Improvements (Division C) will be received by the City of Nappanee, at the office of the Clerk-Treasurer, Nappanee Municipal Center, 300 W. Lincoln St., Nappanee Indiana 46550, until 3:00 P.M. local time on Monday, August 24th, 2020, at which time the Bids received will be publicly opened and read at 3:30 P.M.

Airport and Miriam Water Tank Improvements Division “A” –

New Airport Tank

    The project includes but is not limited to construction of a new 600,000 gallon elevated water storage tank with cathodic protection and a tank mixer, plus installation of approximately 650 feet of 16-inch ductile iron water main and appurtenances, a new altitude valve structure, replacement and/or rehabilitation of the altitude valves at the three existing elevated tanks, a stone access road from U.S. 6 to the tank site, fencing of the new tank site, plus testing, disinfection, and surface restoration.

Airport and Miriam Water Tank Improvements Division “B” –

Miriam Tank Modifications

    The project includes but is not limited to removal and proper disposal of the existing lead-based coatings on the exterior and dry interior surfaces of the existing 250,000 gallon single pedestal elevated water storage tank, raising the tank a distance of approximately 16 feet, surface preparation and coating of the interior and exterior surfaces of the elevated water storage tank, installation of a new cathodic protection system, installation of a new tank mixer, miscellaneous tank modifications and repairs, plus disinfection and surface restoration.

Waterworks Improvements Division “C” –

Water Main Replacement

    The project includes but is not limited to water main replacements within the City of Nappanee’s distribution system. The work includes approximately 3,200 LF of new 12-inch water main on US-6 (Market Street), 2,150 LF of new 12-inch water main on SR-19 (Main Street), 1,550 LF of new 6-inch water main on Locke Street, and 2,350 LF of new 6-inch water main on Centennial Street, together with all associated valves, hydrants, and connections to existing mains. The project also includes water service replacements at each water main replacement location, including the full length of the existing water service, from the City-Owned water main to within 1-foot of the foundation wall of the home or business being serviced.

    Separate Bids will be received for Division “A” – New Airport Tank; Division “B” – Miriam Tank Modifications; Division “C” – Water Main Replacement.  Bids shall be as shown in the Bid Forms.

    The Issuing Office for the Bidding Documents is: Commonwealth Engineers, Inc., 7256 Company Drive, Indianapolis, IN 46237.  Prospective Bidders may examine the Bidding Documents via the web-based service of Commonwealth Engineers, Inc as follows:

    The Contract Documents, Specifications and Drawings will be provided via the web-based service of Commonwealth Engineers, Inc. at www.commonwealthengineers.com.  The plan holder will receive an email link to the PDF downloadable documents upon payment of a non-refundable fee of One Hundred and 00/100 Dollars ($100.00) plus 7% sales tax, per project division desired.  

    One set of printed Contract Documents, Specifications and Drawings may be obtained upon payment of an additional non-refundable fee of Two Hundred Dollars ($200) plus 7% sales tax, for Division A and Division B, Two Hundred Fifty and 00/100 Dollars ($250) plus 7% sales tax, for Division C, via the web-based service of Commonwealth Engineers, Inc. at www.commonwealthengineers.com.  Requests for Contract Documents and Specifications and Drawings must also include a return street address; post office box numbers are not acceptable.  

    Contract Documents will not be sold separate from the web-based service (i.e. All plan holders will be required to purchase through the web-based service).     All addenda, which may be issued for this Project, will only be issued to each plan holder via email.  For those whom also purchase printed Contract Documents, printed addenda will be provided as well.  All plan holders shall note, the printed documents are provided as a courtesy and do not preclude the plan holder from relying upon the web/email based materials (i.e. delays in mail delivery will not be considered relevant due to all contract document holders access to materials via web/email).

    No refunds will be issued for this project.

    The OWNER reserves the right to reject any bid, or all bids, or to accept any bid or bids, or to make such combination of bids as may seem desirable, and to waive any and all informalities in bidding.  Any bid may be withdrawn prior to the above scheduled time for the opening of bids or authorized postponement thereof.  Any bid received after the time and date specified shall not be considered.  NO bid may be withdrawn after the scheduled closing time for receipt of bids for at least one-hundred fifty (150) days.

    A pre-bid conference will be held at 10:00 A.M for Division C then 11:00 A.M. for Division A and Division B local time on Wednesday, August 12, 2020 at the West Park Pavilion, 500 W. Lincoln St., Nappanee Indiana 46550.  Attendance at the pre-bid conference is highly encouraged but is not mandatory.

    Bid security shall be furnished in accordance with the Instructions to Bidders.
