Anyone planning gatherings and/or events with more than 250 people in attendance will have to submit plans to the Kosciusko County Health Department for approval.

The policy, which follows the Indiana Back On Track plan, went into effect Thursday.

Gov. Eric Holcomb’s Executive Order 20-36 states that a “social gathering” is an event, assembly or convening that brings together multiple people, individually or from separate households, in a single space, indoors or outdoors, at the same time and in coordinated fashion where a significant purpose is to interact with others – such as a wedding, family reunion, party, barbecue, picnic, club, banquet or conference.

The KCHD special or seasonal event plan form states that a special or seasonal event is “an assembly or convening of multiple people from separate households in a single space, indoors or outdoors, at the same time but where the main purpose is not necessarily for individuals to interact with others outside of one’s household but to attend a single event and/or events of limited duration – such as weekly summer concerts or movies-in-the-park, fairs, festivals, carnivals, parades, graduation ceremonies, community holiday celebrations, conventions, fundraisers, sport or racing competitions, shows or other entertainment events.”

The Indiana State Department of Health has indicated that this also applies to seasonal or special events such as outdoor concerts, outdoor movies (other than drive-ins), family reunions, conferences or weddings that anticipate more than 250 participants, the form states.

The KCHD form asks for capacity limits, guest information, staff and volunteer screening, social distancing measures, increased sanitation, face coverings and compliance. Whoever fills out the form also must supply name and type of event, dates of event, location of event, event planner signature and date.
