The following people were preliminarily charged and booked into the Kosciusko County Jail:

• 11:16 a.m. Thursday - Rachel Ann Ruch, 42, Kendallville, arrested for misdemeanor failure to appear. Bond: $164.

• 1:55 p.m. Thursday - Scott Daniel Koontz, 28, of 1906 Hamilton Blvd., Winona Lake, arrested for criminal mischief. Bond: $750.

• 2:43 p.m. Thursday - Travis Clay Wood, 32, of 503 Meadow Dale Drive, North Manchester, arrested for possession of paraphernalia. Bond: $600.

• 4:38 p.m. Thursday - Andrew Vickry Barfell, 50, of 731 W. Market St., Warsaw, arrested for felony home improvement fraud. Bond: $1,800.

• 1:36 a.m. Friday - Wesley Mark Morris, 60, of 1901 Sand Piper Drive, #C, Warsaw, arrested for public intoxication by alcohol. Bond: $400.

• 3:25 a.m. Friday - Bambi Deeann Baier, 58, of 1 EMS B37 Lane, #88, Warsaw, arrested for felony failure to appear. No bond set.

• 6:39 p.m. Wednesday - North CR 900E, 1,500 feet north of East Old 30, Pierceton. SUV hit pedestrian. Driver: Lisa Howard, 53, Warsaw. Injuries: Pedestrian Lillian Stump, 7, North CR 900E, Pierceton, complained of pain in her back and had abrasions on her legs, back, face and stomach.  Damage: $2,500-$5,000. Kosciusko County Sheriff’s Office investigated.

• 11:36 p.m. Wednesday - West U.S. 30, 20 feet of North CR 650W, Warsaw. Car collided with an object item in the lane of travel. Driver: Kayla M. Brewer, 25, of North Line Street, South Whitley. Damage: $10,000-$25,000. KCSO.

• 10:34 a.m. Thursday - 623 N. Main St., North Webster. Pickup-car collision. Drivers: Brent A. Schwinn, 49, East Koher Road, Syracuse; Sharon J. Johnson, 77, Mary Lafern Street, North Webster. Damage: $1,000-$2,500. North Webster Police Department investigated.

• 9:28 p.m. Thursday - Intersection of North Park Avenue and East Clark Street, Warsaw. Pedestrian hit car. Driver: Armando Carlos, 42, West Old 30, Warsaw; pedestrian not identified. Damage: $5,000-$10,000. Warsaw Police Department investigated.

• 3:06 a.m. Friday - U.S. 30, 33 feet west of East Center Street, Warsaw. Truck-tractor collision. Drivers: Andrew T. Janes, 36, Indianapolis; Edward Domanowski, 42, Streamwood, Ill.. Damage: $50,000-$100,000. WPD.

• 7:45 a.m. Friday - South Packerton Road, 1,000 feet south of East Ind. 14, Sidney. Pickup hit deer. Driver: Tex Thomas, 74, North Vacation Way, North Manchester. Damage: $5,000-$10,000. KCSO.

• 2:46 p.m Wednesday - A person was arrested for criminal possession of a synthetic drug and possession of paraphernalia in the 5900 block of East Old 30, Pierceton. KCSO.

• 8:53 p.m. Wednesday - A person was arrested for possession of methamphetamine, possession of paraphernalia and possession of a hypodermic syringe or needle in the 100 block of West CR 350N, Warsaw. WPD.

• 9:53 p.m. Wednesday - A person was arrested for possession of methamphetamine, possession of paraphernalia and possession of a hypodermic syringe or needle in the 100 block of West CR 350N, Warsaw. WPD.

• 4:10 p.m. Thursday - A warrant was served in the 2900 block of Frontage Road, Warsaw. WPD.

• 5:09 p.m. Thursday - A person was arrested for driving while suspended with a prior suspension and on a warrant in the 1000 block of Winona Avenue. WPD.

• 5:21 p.m. Thursday - A warrant was served in the 3300 block of East Center Street, Warsaw. WPD.

• 2:28 a.m. Friday - A warrant was served in the 4500 block of North CR 100E, Warsaw. WPD.

• 3:39 a.m. Friday - A hit-and-run accident was reported in the 2200 block of North CR 875W, Etna Green. KCSO.

• 6:50 a.m. Friday - A handgun belonging to the WPD was reported damaged  in the 2100 block of East Fort Wayne Street, Warsaw. WPD.
