NOTICE   OF  SOLICITATION

OF BIDS FOR GARBAGE PICK UP BY

THE TOWN OF WINONA LAKE, INDIANA

    Notice is hereby given that the Town of Winona Lake, Indiana is now soliciting bids for up to a three (3) year period beginning September 1, 2020 and if selected for the full three years, ending 11:59 p.m. October 31, 2023 for the following services in accordance with the Specifications for the Collection and Disposal of Refuse and Recyclables on file in the office of the Clerk-Treasurer of the Town of Winona Lake, IN, 1310 Park Avenue, Winona Lake, Indiana

46590:

    I. Collection and Disposal of Refuse,   and

    II. Collection and Disposal of Recyclables

    As is provided in said specifications bids, bids may be submitted for either the Refuse service or the Recyclable service separately.   The Town may contract for the Refuse service from one bidder and the Recyclable service from another bidder.  Bids may be submitted on an annual or monthly basis.

    Bidders must submit along with their bid:

    1. A financial statement, a statement of experience, the bidder’s proposed plan or plans for performing the contract, and the equipment that the bidder has available for the performance of the contract.  The statement shall be submitted on forms prescribed by the state board of accounts including but not limited to Form 96.

    2. An  affidavit  that  the  bidder  has  not  entered  into  a  combination  or agreement:

    (i)    relative to the price to be bid by a person; (ii)  to prevent a person from bidding; or (iii) to induce a person to refrain from bidding; and (iv) that the bidder’s bid is made without reference to any other bid.

    Further provisions and requirements are as follows:

    Except as is otherwise provided in IC 5-22-16.5, a bid by any person or business who is on the list as set forth in the statute, or has investment activities in Iran is a non-responsible bidder.

    The contract to be signed with Town Council by the successful bidder, will among other things, require the bidder to:

    1.    Provide  a  performance  bond  with  acceptable  surety  or  an  acceptable certified check or cash in the amount of two (2) months of service.

    2.    Furnish  proof  of  and  maintain  the  insurances  as  required  by  the specifications, including but not limited to: (I) public liability, property damage and personal injury insurance with policy limits of not less than $5,000,000.00 per occurrence; and (ii) worker’s compensation insurance.

    3.    Comply with I.C. 22-5-1.7 and in accordance with said law, to enroll in and verify the work eligibility status of all newly hired employees of the contractor through the E-Verify program unless the E-Verify program no longer exists; and

    4.    Sign an affidavit affirming that the contract (bidder) does not knowingly employ an unauthorized alien.

    5.    Certify in writing that it is not engaged in investment activities in Iran, as required by IC 5-22-16.5, except as is otherwise provided in said statute.

    All bids are to be sealed.  The sealed bids may be presented at the meeting.  Also, Sealed Bids may be submitted in advance by mail or delivery to the office of the Clerk-Treasurer of the Town, but are to be clearly marked “Sealed Bid- Refuse”.  Mailed Bids shall be addressed to the attention of the Clerk-Treasurer, P. O. Box 338, Winona Lake, Indiana  46590.

    The Sealed Bids will be received, opened, read aloud, and considered for award on August 18, 2020 at 6:00 p.m. at public meeting of the Town Council at the Winona Lake Town Hall located at 1310 Park Avenue, Winona Lake, Indiana. The Town Council may award the bids as provided by statute, take the bids under advisement, or reject all bids.  The Town further reserves the right to delete any portion of a bid to and to waive any informality in the bidding to the extent not prohibited by law.
