County Plan Commission Approves Plats, Hears Vacation Requests

Kosciusko County Area Plan Commission on Wednesday approved two preliminary plats and heard two vacation requests.

The commissioners heard David and Holly Cesaretti’s petition for preliminary plat approval for an agricultural II development on a 20.33-acre tract of ground. The property is on the west side of Packerton Road and north of CR 300S in Wayne Township and will be divided into two lots.

Brad Gagelein, of Callahan Homes, appeared before the board presenting a year-old subdivision survey prepared by Walker and Associates. The builders neglected to get a building permit and a well permit, but a septic permit was secured. A new house is in the middle of the western side of the property. The survey isn’t registered with any county department.

Gagelein said it was difficult to secure a permit during the early days of the COVID-19 pandemic, although the planning department was staffed during that time.

Neighbor Stanley Moore talked about the property, saying most of it is muck and unsuitable for structures according to the U.S. Soil Survey.

Plan Director Dan Richard said fortunately when soil tests were done for the septic system, Ormas soil was found and the house is on the highest ground.

The preliminary plat was approved by the board.

In another case,Leon Brenneman’s petition for preliminary plat approval for the replat of lots 1 and 2 in the Scott Miller Estate was approved. The property is on the south side of Old 30, 150 feet east of Davilla Court in Wayne Township.

The petition cleans up the lot lines along a property to the north, which was approved by the commissioners.

Scott Anderson’s petition for a final plat in an agricultural II subdivision on a 4.85-acre tract of ground was approved, which splits the property into two lots. The property is on the south side of CR 700N, 1,385 feet west of CR 300E in Plain Township.

Cynthia Brown’s petition to rezone ground from a residential district to a commercial district on the north side of Crow Road and 250 feet west of East Wawasee in Turkey Creek Township was withdrawn and sent to the Board of Zoning Appeals. Richard said Brown will present the proposal as an exception in a residential district.

Also moving to the BZA is a request by Randy and Connie Norman to vacate two platted alleys in Sevastopol in Franklin Township. The alleys extend into the Norman’s property at 6925 S. 1000W and don’t provide access to the agricultural ground to the east.

Alvin Prater’s vacation request of the right-of-way in Thompson’s River Lawn 2nd addition in Plain Township was approved. Prater lives at 367 W. River Chase Drive, Warsaw. Also known as Cherry Street, the lane has never been improved and the neighbors have established access to their properties off a county-maintained road.

The commissioners approved a resolution recognizing the Town of Syracuse’s Redevelopment Commission resolution and economic development plan for Polywood coincides with the county’s comprehensive plan.

Attorney Steve Snyder said the proposed expansion is significant with a 400,000-square-feet building being planned. Polywood representatives will come before the commissioners at a later date and their expansion will become part of a tax increment financing district by the Syracuse RDC.

Deborah Meyer’s petition for preliminary plat approval for the replat of lot number 4 in Lake Forest was tabled. The property is on the west side of EMS C29 Lane and 300 feet south of CR 450N in Plain Township.

Alan Tio, CEO of Kosciusko Economic Development Corporation, and county GIS Director Bill Holder presented a broadband ready resolution for the commissioners to consider.

Kosciusko County Commissioner Bob Conley said he’d like to wait until plans for the county’s improved communications system were closer to completion before passing the broadband ready agreement.
