Pierceton Discusses Year-End Business Items, Property Purchase

PIERCETON – Town council members Tom Barker, Matt Brubaker and Mandy Espinoza passed a number of financial ordinances and resolutions at their year-end meeting Monday, discussed the possible purchase of property and were sworn into office for their upcoming terms.

Outgoing clerk-treasurer Jerry Kreger presented Ordinance 19-12-1, moving $6,880 in general funds from one account to another and in $625 in motor-vehicle-highway from one fund to another.

Ordinance 19-12-2 transfered $905 from the general fund to law enforcement recording fees.

Ordinance 19-12-3 transfered $10,000 from the general fund to the rainy day fund.

Ordinance 19-12-4 was regarding the town marshal’s compensation of $2,475 per pay period and elected official pay raises of 3% as established by the budget. The council president receives $2,400 per year; the at-large members receive $2,300 per year. The clerk-treasurer’s salary is $1,895 per pay period.

The council’s first resolution established employee compensation as $19.30 per hour for Noah Shepherd: $26 per hour for Casey Boggs; $21 per hour for Jonah Studebaker; $19.77 per hour for Ryan Piper and Brooke Koldway; $1,080.70 per pay period for Linda Bailey and $1,083.96 for Carrie Owsley. Part-time employees receive $7.25 to $22 per hour.

Resolution 12-2-19 allows the clerk-treasurer to pay bills in a timely manner.

The council approved the annual town marshal’s contract; a $5,800 contract with the volunteer fire department; a $4,800 contract with Tammy Keirn to serve as town lawyer; and a contract with the senior citizens club and their use of the senior center. All the agreements are the same as 2019.

Memberships and fees for the Indiana Association of Cities and Towns, the Indiana League of Municipal Utilities, the Indiana Association of Chiefs of Police, Kosciusko Development Inc., Pierceton Chamber of Commerce, AWWA and IRWA were approved.

Barker was elected president, and Brubaker vice president for 2020.

Barker said he looked forward to reactivating the park board and wants to meet with current members Cindy Kreger, Casey Boggs, Paula Smith, Kim Rose and Anne Espinoza soon. He said there may be a piece of property available for park development, which could tie into the trail system.

In December, the board heard from K21 Health Foundation President Rich Haddad regarding the availability of a $200,000 grant for health- and wellness-related projects. Updates are due from the other areas the park board oversees, too.

The council members were sworn into office by Keirn. Incoming clerk-treasurer Myra Mast was invited to join the ceremony, which she declined. Mast takes office today and Keirn said she could swear her in early today, reminding her the signed election and bond documentation were due at the Kosciusko County Circuit Clerk’s office before she could conduct official business.

Espinoza advised Mast he would help her in her new position as much as he could and she could call any time.

Kreger asked her twice whether or not she would retain deputy clerk Linda Bailey and Mast didn’t respond.

The council meets in regular session Jan. 13; set the 2020 redevelopment commission meeting for Jan. 16 at 6:30 p.m.; a park board meeting also is Jan. 16 at 7:30 p.m. and the next fire territory discussion meeting is at 6 p.m. Jan. 23.
