BOW Approves Pavilion Renovation Contract

Another step was taken at Friday’s Warsaw Board of Public Works and Safety in renovating Center Lake Pavilion.
Parks and Recreation Superintendent Larry Plummer presented the board with a contract from Design Collaborative of Fort Wayne to renovate the Center Park Pavilion. Total fees for the company are $135,000, which were approved by board members Mayor Joe Thallemer and Jeff Grose.
This is the first significant facelift for the pavilion since the mid 1990s and will include the addition of park department offices.
The board also approved street closings for the Warsaw Breakfast Optimist Club’s car show.
Optimist Club member Brent Mock said the third annual City of Lakes Car Show will be 11 a.m. to 7 p.m. May 17 on Center Street from Lake to Indiana streets, Buffalo Street from Main to Market streets and Indiana Street from Winona Avenue to Market Street.
Housing Opportunities of Warsaw program manager Tim Fuller presented a release of mortage for Jamie Brainard, 118 S. Scott St., and a subordination of the mortgage to the second lien holder, which was approved.
Contracts of $2,500 each were awarded to Center Lake Conservation Association, Pike Lake Association and the Winona Lake Preservation Association to remove certain weeds and vegetation from the respective lakes and for activities associated with preservation, conservation and maintenance of the lakes, as presented by Plummer.
He said these are the same contracts and amounts approved in 2019.
Parks Recreation Director Sheila Wieringa announced an award of $5,000 from the Glover Family Fund to support the appearance of The Sound, a gospel group which will appear as part of the summer concert series.
Planning director Jeremy Skinner presented several pay requests for several projects. On behalf of the redevelopment authority, a pay request of $49,540.75 for the airport industrial park sewer project and $25,016.47 for the Anchorage Road project, which is supported by 80% state funds, were approved.
The board also reviewed the John Kimple and Associates 2020 survey rates of $80 per hour or general office technician; $105 per hour for a surveyor; $95 per hour for a one-man field tech.; and $115 for a one-man surveyor; GPS - robot field work of $135 per hour for one man; $170 for two men and $210 per hour for three men.
Warsaw Senior Planner Justin Taylor presented pay application No. 9 for the Lincoln neighborhood sidewalk project  preliminary engineering for $23,543 to the Troyer Group of Mishawaka, which was approved. This is another 80% state funded project and will pay for bike and pedestrian pathways on Sheridan, East Clark and East Fort Wayne streets between Colfax and Cook streets.
Police Chief Scott Whitaker presented the 2019 annual traffic report for the board to review.
The chief also asked permission to apply for the 2020 Stop Arm Violation Enforcement Grant, which was approved. The county will receive about $32,000 with $12,000 going to the Warsaw Police Department.
The WPD also will receive about $8,000 from the DUI Task Force Grant with $22,500 total for the county.
Whitaker said Winona Lake also has received an $18,000 grant that pays officer overtime to address traffic safety concerns where there is heavy pedestrian  and bicycle traffic. Half the amount will go to the WPD, which also was approved.
A third grant accepted is for Operation Pullover, which checks on seatbelt use, with $22,600 available for the county with $6,000 for WPD officers.
The street department was given permission to purchase a Ford F-350 cab chassis from Rice Ford for $36,450 as requested by Street Superintendent Jeff Beeler. Beeler said the purchase is within his equipment budget for 2020.
Several promotions were noted and approved for Michael Brubaker of the fire department to battalion chief with an additional $2,604.41; and for Aaron Bolinger to assistant fire chief for an additional $2,846.20; patrol officer Kelly Bradley, an additional $2,060.01 as a shift differential; and for Dan Risner, industrial pretreatment coordinator, a raise to $25.50 per hour.
The following contracts also were approved as requested by Wieringa:
• Ice Creations, $575, for wood carving during the Fall Family Fun event on October 9; and for the July 31 Family Carnival: Mary Dickinson doing business as Creative Comedy, for three face painters, $675; Ken Ernsberger, balloon artist, $240; Randy Martin caricature artist, $255; Darlene McCartney, caricature artist, $240; and Mello Productions, balloon artist, $240.
The following contracts were approved for the Dec. 4 Light Up The Night event: Harold Keiser, $300; Kruger Doodles, three face painters, $275; and Mello Productions, three balloon artists, $825.
BOW member George Clemens was absent. The next meeting is Feb. 21 at 10:30 a.m. in council chambers.
