SYRACUSE – No members of the public commented at the special Wawasee School Board meeting Tuesday on the superintendent contract.

On Nov. 24, Superintendent Dr. Tom Edington announced in a letter to the community that he would make his Dec. 31 retirement official at the Dec. 8 school board meeting, which he did. He served as superintendent for 13 years. On Dec. 2, the school board announced it selected Assistant Superintendent Dr. Steve Troyer as the next superintendent for the school corporation.

Patron comments on the superintendent contract were the sole item on the board’s agenda Tuesday.

Board President Rebecca Linnemeier said the public hearing on the superintendent contract was required by law. The board had published notice of Tuesday’s hearing, along with the terms of the superintendent contract, in accordance with Indiana law, she said.

While anyone who wanted to speak was allowed three minutes, no one from the small audience at the meeting spoke up.

Linnemeier said Indiana law requires the board to hold the hearing at least seven days before the contract for employment is entered into by the board and superintendent. Wawasee School Board will reconvene at 5:30 p.m. Dec. 22 in the Warrior Room at the high school to approve the new superintendent and his contract.

Tuesday’s special meeting ended in about two minutes.

According to a summary of the proposed superintendent contract, provided by the school corporation, the term of Troyer’s proposed contract is for three years, from Jan. 2, 2021, to Dec. 31, 2023. His base annual salary will be $128,000.

He will have a work year of 260 days with annual entitlement to 20 vacation days, 10 holidays, four personal days and 10 sick days. Ten vacation days may be carried over to the following year. Accumulated vacation days above 30 shall be transferred to sick leave. Unused vacation and sick days shall not be compensable upon separation.

The school corporation pays the superintendent’s statutorily required Indiana Public Retirement System contribution, which is 3% of the superintendent’s base salary. The school corporation also shall pay an annual amount equal to 5% of the annual base salary per contract year into a 401(a), 403(b), 501(c)(9) and/or VEBA accounts.

The superintendent is eligible to participate in the school corporation’s current health, dental and vision insurance plans with the school corporation, paying an annual contribution of $4,130.26. Group dental and vision insurance will be provided at $1 each.  The school corporation provides a life insurance policy for the superintendent in the amount of $50,000 at a cost of $1. The school corporation provides a long-term disability insurance plan for the superintendent at a cost of $1, and a liability insurance policy in the amount of $100,000.

Wawasee will pay an auto allowance for the superintendent for use of his privately owned vehicle for school-related purposes and school corporationwide business. The monthly amount of the benefit shall remain at the baseline amount of $700 and be prorated to and paid at each payroll of his contract.

Additionally, the school corporation pays a mobile device fee to the superintendent for use of his personal mobile phone for school business use. The current monthly cost to the school corporation is about $80.

Finally, the summary states that the school board will meet with the superintendent each contract year to discuss his performance evaluation. If Troyer receives an evaluation rating of effective or highly effective, he shall be entitled to a raise equal to 2% of the base annual salary amount.
