NOTICE OF SOLICITATION

OF BIDS FOR GARBAGE PICK UP BY

THE TOWN OF PIERCETON, INDIANA

    Notice is hereby given that the Town of Pierceton, Indiana is now soliciting bids for a five (5) year period beginning January 1, 2021 and ending 11:59 December 31, 2025.

    A.) The pickup and disposal of all solid waste from Town facilities (including but not limed to the Town Parks) and residential units (establishments) within the Town, (approximately 390-430 residential units) each week beginning the week of January 4, 2021, subject to pick up adjustments as necessary by reason of force-majeure or traditional holidays.

    B.) Bids shall be submitted on an annual or monthly basis but with the understanding that the Town will be making its payments on the contract monthly.

    C.) Bidders, must submit, along with their bid:

    1. A financial statement, a statement of experience, the bidder’s proposed plan or plans for performing the contract, and the equipment that the bidder has available for the performance of the contract.  The statement shall be submitted on forms prescribed by the state board of accounts.

    2. An affidavit that the bidder has not entered into a combination or agreement:

    i. relative to the price to be bid by a person;

    ii. to prevent a person from bidding; or

    iii. to induce a person to refrain from bidding; and that the bidder’s bid is made without reference to any other bid.

    D.) The contract to be signed with the Town council by the successful bidder, will among other things, require the bidder to:

    1. Provide a performance bond with acceptable surety or an acceptable certified check or cash in the amount of 100% of the annualized bid amount.

    2. Furnish proof of, and maintain

    i. public liability, property damage and personal injury insurance with policy limits of not less than $1,000,000.00 per occurrence; and

    ii. workers compensation insurance.

    3. Comply with IC 22-5-1.7 and in accordance with said law, to enroll in and verify the work eligibility status of all newly hired employees of the contractor through the E-Verify program unless the E-Verify program no longer exists; and sign an affidavit affirming that the contractor (bidder) does not knowingly employ an unauthorized alien.

    4. Certify in writing that it is not engaged in investment activities in Iran, as required by IC 5-22-16.5, except as is otherwise provided in said statute. Except as is otherwise provided in IC 5-22-16.5 a bid by any person or business who is on the list as set forth in the statute, or has investment activities in Iran is a non-responsible bidder.

General plans and specifications describing the requirements are on file and available in the office of the Clerk-Treasurer of the Town of Pierceton, at 105 Walnut Street, Pierceton, Indiana.

Bids shall be submitted to the office of the Clerk-Treasurer of the Town of Pierceton, at 105 Walnut Street, Pierceton, Indiana, with a mailing address of P.O. Box 496, Pierceton, IN 46562, and must be submitted by December 30, 2020, at 5:00 p.m. at which time the bids shall be received by the Town Council.

    Bids shall be sealed and will be opened at the December 30, 2020 meeting of the Town Council at 5:00 p.m. at the Pierceton Community Building located at 105 Walnut Street, but with a mailing address of P.O. Box 496, Pierceton, IN 46562.

    The Pierceton Town Council may award the bids as provided by statute, take the bids under advisement or reject all bids.
