BOW Approves Several Road Closures

Warsaw Board of Works members Mayor Joe Thallemer, George Clemens and Jeff Grose heard from Boy Scouts representative Bill Dixon Friday.

On the agenda was a road closure request for the Sept. 12 Lincolnway Cubmobile. The event will be on Indiana Street between Center and Channel streets.

Dixon said the Scouts have filed a report about the event to maintain COVID-19 protocols for mask-wearing, sanitization of objects and social distancing during the soapbox derby-type race.

American Legion Post No. 48 Commander John Mort also requested a road closure of Fort Wayne Street, between Buffalo and Lake streets, to hold a 100th anniversary celebratory event Aug. 15, which also was approved. The closure is from 1 to 4:30 p.m.

An alley closure was requested by Suzie Light, who is on the local mural committee generated by the Northeast Regional Partnership (NRP).

Closure of the east half of the east-west alley between Buffalo and Lake streets, south of Market Street, from Sept. 7-19 for mural painting was approved.

The event is part of the 11 counties, 11 days, 11 murals festival sponsored by the Make It You Own Mural Fest to promote northeast Indiana.

Light said NRP selected the artists and the murals that will be painted. She was not at liberty to say who the artist is or reveal the design. The local committee secured a building to be painted.

“We’re pretty excited about it,” Light said. “It’s a great way to spur tourism in our community.”

Warsaw-Wayne Fire Territory Chief Mike Wilson asked for permission to become an EMS Training Institute, which was approved.

This allows the territory’s EMS primary instructors – Chris Fancil, Aaron Bolinger and Shade Keeny – to continue teaching certified EMS classes within the department, which saves costs for incoming trainers. Classes can also be offered to other fire services.

The instructors are already certified to teach, Wilson said, and all they need to do now is continue to report their teaching hours.

Wilson also presented a pay application, the final payment for the station 3 drainage project, for $48,502 for Mosaic Building Solutions, which was approved.

A memorandum of understanding was presented and approved in conjunction with Kosciusko County for the city to provide $100,000 for a COVID-19 coronavirus testing program. Both government units expect to be reimbursed through the federal CARES Act.

Currently, MedStat is providing the tests for members of the community to slow and prevent the spread of the virus. The county will contribute up to $200,000.

Clerk-Treasurer Lynne Christiansen noted that $11,000 has been spent so far.

Planner Jeremy Skinner presented several items:

• Change order No. 1 for the Lincoln Neighborhood Sidewalk Project. The change is an increase in the number of affected lots requiring right of way acquisition, from 11 to 18.

This $31,500 change order also includes a NEPA cemetery plan required by INDOT for any project within 100 feet of a cemetery.

Other items regarding the Lincoln sidewalk items included an approved pay application of $25,557.50 for the Troyer Group for professional services and a right-of-way services contract with the Troyer Group to facilitate the acquisition of 18 parcels needed to complete the project.

• A change order reducing the Selge Construction Co. contract by $300,355 for work on the Buffalo Street Plaza was approved. The changes are for pavillion structure modification, eliminating pavers and replacing them with stamped concrete; relocating the electric service and alternate railing design.

Work is expected to be complete by the end of September.

Warsaw Police Chief Scott Whitaker presented an eight-year interlocal agreement with Warsaw Community Schools to provide two DARE officers and two school resource officers. The police department will invoice the schools $44,124 each quarter for the next four years, which was approved.

Street superintendent Dustin Dillon presented the first change order from Phend and Brown for the Lincoln-Johnson reconstruction project in the amount of $19,635, bringing the contract price to $771,776.60. This covers redesign of the  storm sewer and relocation of sanitary sewer lateral extensions.

Dillon continued with pay applications No. 1 and No. 2 for Lincoln Drive and Johnson streets work from  Phend and Brown in the amounts of $83,875.50 and $104,544, which also were approved.

Also approved were:

• An invoice not to exceed $31,100 to Wessler Engineering for the Center Lake storm sewer rehabilitation project. The engineers will look into the possibility of lining  2,025 linear feet of the 36-inch diameter pipe through Central Park and along the west side of Center Lake. Davison said there are joints about every 5 feet. Tree roots weaken the joint and interfere with drainage.

• Wessler Engineering’s pay application No. 69, for $63,180 and No. 70 for $12,140, for the wastewater plan expansion project construction oversight.

Davison said the reason there are two invoices in different amounts is because the city is being billed by Wessler’s Fort Wayne and Indianapolis offices.

Davidson noted that the new plant will probably be accepting flow next week.

A bill of $83,000 from Wessler Engineering for various sanitary sewer rehabilitation projects in 2020 also was approved.

• A pay application No. 71 to Kokosing Industrial for the wastewater plan expansion in the amount of $656,504 was approved.

• A $19,400 invoice to Wastewater Solutions to set up a data management spreadsheets software program.
