Winona Approves Salary Ordinance Amendment

WINONA LAKE – Winona Lake Town Council met for its monthly meeting via Zoom on Tuesday for a 12-minute meeting to address pertinent matters.

Ordinance 2020-4-1 to amend salary ordinances to provide for town employee pay during the declared COVID-19 emergency was unanimously approved.

“We’ve been taking care of our people since this COVID-19 crisis began, and this ordinance formalizes everything we’ve been doing ... which allows for pay, which we’ve been doing, as we rotate shifts during the crisis,” Council President Rick Swaim said live from Macon, Ga.

All councilmen unanimously approved the appointment of Winona Lake Police Officer Shawn Kantenwein.

“Shawn took duties on April 1, but due to COVID-19, we aren’t able to bring this to everyone until now,” Swaim said.

An increase of $14,000 in a supplemental agreement plan for repair and railroad abutments, survey and preliminary landscape design at Argonne Road also was approved.

The original agreement with A&Z Engineering, Fort Wayne, was $339,000. This will bring the new agreement up to $354,800, Town Manager Craig Allebach said. The addition to the agreement includes areas around the viaduct that will include structural repair and railroad abutments on the north way of Winona Avenue, Allebach said, adding that the Indiana Department of Transportation covers 80% of the cost, with the town of Winona picking up the other 20%.

Swaim asked if this add-on is to not only beautify the underside of the underpass, but also the outside of it. Allebach said yes, and it is just area that is “kind of within the project limits on the south side of the viaduct.”

There was no public input available at this month’s meeting, but Swaim said hopefully soon there will be.
