Board Of Works Approves Documents For Baby Drop-Off Box

Warsaw’s baby drop-off box took another step toward becoming a reality Friday morning at the city’s Board of Works meeting.

The board approved a pair of documents that ensure the box’s installation at Warsaw-Wayne Fire Territory’s Station No. 2 on East Center Street. The first document, a memo of understanding, included language that assures the city will not incur costs for the installation or maintenance of the Safe Haven Baby Box. The second was an agreement with Right to Life of Northeast Indiana, who will pay for the box and its costs in perpetuity.

A schedule for the installation of the box has not been released.

Fire Chief Mike Wilson had two items of business with the board. The first was asking the board to sign off on the department’s attorney retainer at the same cost as last year, which the board approved.

The second was to accept a grant that will provide 350 doses of Narcan, which counteracts the effects of a drug overdose. Wilson said the fire territory will distribute the drug to first-responder agencies throughout the county.

Staci Young, representing Warsaw Mayor Joe Thallemer, got permission to apply for a $3,500 grant from The Aim Drug and Opioid Abuse Program. The grant will be used to pay for facilities for two community meetings on opioid abuse and promotion of the meetings through radio commercials.

The board also approved 26 Saturday street closures in the 100 block of West Center Street, on the south side of the courthouse, for a farmer’s market. The markets will begin May 4 and conclude Oct. 26. The street will be closed from 7:30 a.m. to 1:30 p.m., with the market hours running from 9 a.m. to 1 p.m.

The parks department had three items of business with the board. The city will pitch in $3,500 for a fireworks show on Winona Lake at 10 p.m. June 29, with a rain date of June 30.

The board entered into  a contract for the headliner at the Blues and BBQ event June 28. The contract for $2,500 is with opening act Kara Grainger, who will perform a 90-minute show at 8 p.m.

Board members also signed an agreement with Warsaw Community Schools for the use of Lakeview Middle School in the event a concert needs to be moved because of inclement weather. The first use would be free, and each subsequent concert would cost the city $400 to move.

City planners presented the board with a trio of plans. Assistant Planner Justin Taylor talked about a plan to repaint bike land stripes on city streets and add a bike lane to Fort Wayne Street. Taylor said residents on that street are hopeful the markings will encourage motorists to slow down on that street. The board approved the measure.

City Planner Jeremy Skinner gave the board an Indiana Department of Transportation plan to rework all of the intersections on Ind. 15 between Main and Prairie streets. INDOT has agreed to powder coat all traffic light poles black, on the condition that if one is damaged in an accident the city pay to replace it. If the city doesn’t replace the damaged post, INDOT will install a standard galvanized post in place of the damaged one.

Skinner also had the board pay a $1,563.97 bill for engineering costs on the East Market Street construction project.

The board tabled a request from Utility Manager Brian Davison to purchase a crane truck. There was a question whether the truck could be purchased from Auto Truck Group of Colorado Springs, Colo., through a program for municipalities. The program was clear that such places in Illinois were eligible, and less so regarding Indiana cities.

The board also paid several bills related to the wastewater plant expansion and sewer line rehabilitation.

The next Board of Works meeting is scheduled for 10:30 a.m. April 8 at City Hall, 102 S. Buffalo St.
