Works Board OKs Bid For Center/Buffalo Signal Work

A bid and a number of pay applications and contracts were approved at the Warsaw Board of Public Works and Safety meeting Friday.

The only bid before the board was for $358,684.50 from Michiana Contracting for a traffic signal modernization project at the intersection of Center and Buffalo streets, as recommended by Street Superintendent Jeff Beeler. It was the only bid received at the May 17 meeting, and Beeler said it met all bid specifications.

The bid was about $25,000 over the engineer’s estimate, but Beeler said that with all the work going on at this time of year, it was the fairest bid the city was going to get.

Other items approved by the board included:

• A pay application for $856,740 from Kokosing Industrial Inc. for work on the wastewater plant expansion project.

Warsaw Utilities Superintendent Brian Davison said, “Much of this is the equipment that’s being delivered, so it’s equipment on site. There is one piece of equipment, a large blower, that is being store off-site at a warehouse.”

• A pay application for $194,012 from Insituform Technologies USA LLC for work on the small diameter sewer rehabilitation project, as recommended by Davison.

• A pay application for $66,592 from Wessler Engineering for construction oversite of the wastewater plant expansion project, as recommended by Davison.

• An amendment to the city’s agreement with Baker Tilly Municipal Advisors LLC for an additional $5,776 to develop a comprehensive financial plan.

• An amendment to the agreement with Rockhill Pinnick LLP for legal services.

The annual contract is $64,800, paid in 12 monthly installments of $5,400, including a retroactive payment of $7,000.

City attorney Scott Reust will be paid for 30 hours a month instead of 22 hours. His rate will stay the same at $180 per hour.

• The rescheduled date for the 10th Annual Warsaw Breakfast Optimist Car Show for noon to 5:30 p.m. June 30 downtown Warsaw. The original date of May 19 was rained out.

• A contract with local band Backwater for $1,000 to be the opening band at the country concert July 19, as requested by Warsaw Parks and Recreation Department Director Sheila Wieringa. The opening act starts at 6 p.m. at the Glover Pavilion at Central Park, with headliner Montgomery Gentry taking the stage at 8 p.m.

The board also approved a $1,000 contract with Wehr Rock of Elders to be the opening act for the rock concert at 6 p.m. June 14 at Central Park. Opening act Little River Band starts at 8 p.m.

• A change order for the bike lane project totaling $1,659. The change order was necessary because of an omission of an existing bike lane on Lincoln Avenue between Center and Sheridan streets and additional crosswalk markings needed at Winona Avenue and Smith Street.

However, because the bike lanes along Smith Street were still in good shape, they were removed from the contract. The contract cost, including the change order, will be $9,715.66 below the anticipated cost, according to Senior Planner Justin Taylor, because the bike lanes along Smith Street were not addressed at this time.

He said the total contract amount is $18,687 instead of $28,403.

• A contract for $6,500 with Flatland Resources LLC for monitoring of the Tippecanoe River after the Fox Farm Little Overhead Dam was removed last summer.

• A pay application from the Troyer Group for $4,668 for preliminary engineering services for the Lincoln Neighborhood sidewalk project. The state will reimburse 80% of the cost.

• A pay application from American Structurepoint for $796.32 for preliminary engineering design services for the Anchorage Road improvement project, as recommended by City Planner Jeremy Skinner. The state will reimburse 80% of the cost.

• A pay application for $1,170 from NV Grant Services LLC for documentation on the wastewater plant expansion as required by the State Revolving Fund.

• An agreement with Swank Motion Pictures Inc. for $295 for a six-month license to show unlimited Sony, Lions Gate  and Disney movies at Pike Lake Campground. The movies will be shown to campground residents and their guests only, Wieringa said.

• A contract with Potato Creek State Park for an interpretive naturalist from the park for the Parks Department’s Wildlife Explorers program. A snake and activity will be a part of the program. The contract for the June 19 event is not to exceed $120. It will be held 2:30 to 3:30 p.m. at the Pete Thorn Center.
