Naked Man Arrested After Resisting Officer

Richard Lee Clutter, 44, of 105 E. Church St., Pierceton, was arrested and booked into the Kosciusko County Jail at 1:19 a.m. Jan. 8 for public nudity, a Class C misdemeanor, and resisting law enforcement, a Class A misdemeanor.
At about 11:23 p.m. Jan. 7, Pierceton officer Matt Owens was contacted on his cell phone by off-duty officer Jim Bumbaugh, who said there was a man screaming somewhere around his home and it woke him up.
Owens drove around the area of First and Church streets and found a man on the front steps of Clutter’s residence on Church Street.
Owens approached the man – later identified as Clutter – and asked if he had been yelling. Clutter said yes. Owens then asked for his identification, which Clutter refused to provide several times. Finally, Clutter began emptying his pockets and removed his wallet, and Owens was able to retrieve his ID, according to court documents filed Jan. 17.
As Owens was checking Clutter’s ID, Clutter began taking his pants off in full view of the public. Owens told Clutter to pull his pants back up, but then Clutter pulled his underwear down, exposing his genitals.
Another police unit was already en route.
At some point, Clutter sat down and Owens ordered him to stand several times so he could be arrested. Clutter refused.
Owens asked Clutter what he needed to say to get him to stand up. Clutter said he wanted to have a conversation. Owens told him the conversation was over and that he needed to stand up. Clutter refused so Owens forcefully arrested him.
He then took Clutter to the county jail where Clutter refused to take a portable breath test. Owens then took him to Kosciusko Community Hospital to be medically cleared. Afterward, Clutter was taken back to the jail and booked.
Clutter was released on his own recognizance. His initial hearing is scheduled for 1 p.m. Friday.
