TRAFFIC SIGNAL MODERNIZATION PROJECTS

CENTER STREET AT BUFFALO STREET

    The Board of Public Works of the City of Warsaw, Indiana will receive sealed bids until 10:30 a.m. (Local Time) on Friday, May 17, 2019 at the Clerk Treasurer’s Office, City Hall, 102 South Buffalo Street, Warsaw, Indiana 46580, at which time and place all bids will be publicly opened and read aloud by the Department of Public Works and Safety in the Council Chambers at City Hall for the following project:

    Traffic Signal Modernization Project

    Center Street at Buffalo Street

    Work to be performed shall include the installation of new traffic signal equipment and supports, removal of existing traffic signal equipment and supports, removal and installation of concrete sidewalk, concrete curb and gutter, concrete curb ramps and other miscellaneous items, including all labor, services, materials, insurance and equipment to complete the work.  The areas of work include the intersection of Center Street and Buffalo Street.  This project shall be completed within one-hundred and twenty (120) days from the issuance of the Notice to Proceed.

    The Contract Documents and Plans are available for examination at the Department of Public Works, 794 West Center Street, Warsaw, Indiana; and at the offices of the Engineer – Lawson-Fisher Associates P.C. – 525 West Washington Avenue – South Bend, Indiana during the hours of 9:00 a.m. and 4:00 p.m. (local time).  The Contract Documents and Plans are available for purchase during regular business hours at the Office of Lawson-Fisher Associates P.C. – 525 West Washington Avenue – South Bend, Indiana 46601 for a non-refundable cost of $75.00 for each set of documents for all bidders.

    A certified check payable to the City of Warsaw, Indiana or a satisfactory BID BOND executed by the bidder and surety company whose place of business is in Indiana, in the amount equal to five percent (5%) of the bid shall be submitted with each bid.

    The City of Warsaw, in accordance with Title VI of the Civil Rights Act of 1964, 78 STAT.252, 42 U.S. C2000d to 2000d-4 and Title 49, Code of Federal Regulations, Department of Transportation, Subtitle A, Office of the Secretary, Part 21, Non-Discrimination in Federally Assisted Programs of the Department of Statutes, issued pursuant to such Acts, hereby notifies all bidders that it will affirmatively insure that in any contract entered into pursuant to this Advertisement, Disadvantaged Business Enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of religion, race, color, national origin, gender identity, age, disability / handicap and low income in consideration of an award.

    The bidder awarded the contract will be required to furnish a separate Performance Bond and Payment Bond, each in the amount of one hundred twenty-five percent (125%) of the contract price before commencing work.

    The Performance Bond and Payment Bond shall remain in effect throughout the entire construction period; and, in addition, a Maintenance Bond in an amount of 10% for a period of three (3) years from the date of final acceptance of the work will be required.

    Each bidder shall be required to complete the colored Bid Form included with these documents.

    The Substantial Completion date for this project shall be September 15, 2019.

    The contract will be awarded in accordance with the provisions of IC 5-16-13 for Public Works projects awarded after June 30, 2015. Pursuant to IC 5-16-13-7, the provisions of the Law are incorporated by reference.

    In accordance with IC 22-5-1.7-11.1, contractors entering into a contract with the Owner, and Contractors of any tier as defined in IC 5-16-13-4, will be required to enroll in and verify the work eligibility status of all newly hired employees through the E-Verify Program (effective July 1, 2011), and comply with the reporting requirements of IC 5-16-13-11. Refer to Page 1 of 1 in the Agreement.

    In accordance with IC 5-22-16.5, Contractors entering into a contract with the Owner will be required to provide an Indiana Iran Investment Certification. Refer to Page 1 of 1 in the Agreement.

    In accordance with IC 5-16-13-11, the Contractor shall submit an Employee Drug Testing Plan with their bid and Contractors of any tier as defined in IC 5-16-13-4 must comply with the drug testing requirements set forth in IC 4-13-18.  

    The Department of Public Works and Safety of the City of Warsaw, Indiana reserves the right to reject any and all bids or to waive any irregularities in bidding, to accept a full or partial award of the Bid or Bids which, in its judgment, will be in the best interest of the City of Warsaw.

    No bids or bid security may be withdrawn after the scheduled closing time for receipt of bids for at least sixty (60) days.
