BOW Accepts Grant For Rotary Park

Justin Taylor, assistant city planner, told the board the grant is for a planned Rotary Park on the west side of town. Taylor said even after the grant another $30,000 needs to be raised “to do everything we want to do there. But this gets us one step closer.”
The board also took action on the second phase of East Market Street construction.
First it approved a notice to proceed with VS?Engineering of Fort Wayne for construction inspection services. The agreement previously had been approved by the Indiana Department of Transportation.
Also approved was a construction change order that, for the time being, reduces the cost of the $1.975 million project by about $6,400. City planner Jeremy Skinner said it was a patching credit, but added, “We haven’t saved any money yet.”
City Streets Supervisor Jeff Beeler asked the board to extend the city’s contract with Pavement Solutions of Middletown through the end of the current construction season.
The company was the sole bidder on projects awarded Nov. 29, and came in below estimates. The company has agreed to carry the same rates for resurfacing to do additional work, and Beeler said there was money in the budget for the additional items. The board approved the extention.
A pair of contracts with Wessler Engineering, worth $24,134 each, for design work on the sewer rehabilitation project, were approved.
Travel expenses for police and fire personnel for extended training was also approved. Detectives Ryan Coble and Paul Heaton will attend a dark web investigations seminar in Columbus, Ohio, Oct. 28-30, and Detective R.J. Nethaway and Patrolman Jason Dobbins will attend the International Public Safety Dive Conference in Schaumburg, Ill., Oct. 22-25
Firefighter Derek Shilling will attend a tactical emergency medicine seminar in Bowling Green, Ohio, Oct. 5-10. At the same time and place Justin Miller and Drew Shilling will attend “Size Up and Command on the Fireground.” Aaron Bollinger will attend a seminar on incident investigation in Columbus on Sept. 20-21.
In other business the board:
• Approved the closing of Laurelwood Drive in the Park Ridge Subdivision for a block party on Sept. 29. The rain date for the event is Oct. 6.
• Entered into an agreement with the Lilly Center for Lakes and Streams for a clean water education program in Warsaw schools within the city limits. The cost for the program, which is required by the state, is $12,600.
