County Delays Vote On Tippy/Chapman Sewer Plan


The petition to the Indiana Department of Environmental Management for the proposed Tippecanoe and Chapman lakes regional sewer district was tabled by both the Kosciusko County Council and Commission at a joint meeting Thursday night.

Both panels, in separate votes, chose to wait until at least December while preliminary engineering and financial studies are completed.

Ken Jones, of the engineering firm Jones Petrie Rafinski, said there are ongoing negotiations with the Lakeland Regional Sewer District and the city of Warsaw for wastewater treatment services. Because the results of those negotiations will affect the cost of the project, both governing bodies decided to wait on taking action on the proposal until more definitive information is available.

Commissioners and council members said they don’t necessarily oppose the project, but that the uncertainty of cost kept them from moving the petition forward.

The commissioners room was near capacity with proponents and opponents of the project, but no public comments were made.

Jones said the reports in question should be done in time for meetings next month.

The commission and council did not decide if they would have another joint session in December, or if they would vote on the petition during regularly scheduled meetings.

The board of commissioners meets every other Tuesday morning, and the council the second Thursday evening of the month.

Thursday’s joint meeting preceeded the council’s regular November meeting.
