Kosciusko County Council approved three measures, including the sale of $4.62 million in bonds to finance construction of a new library in North Webster. The action came during the council’s meeting Thursday night.

Along with the bond sale, the council voted to allow the use of the proceeds from the bond sale for construction costs, and allowed the library board to pull $380,000 from library’s the capital reserve fund to get the project started. That fund will have a balance of $5,000 after the withdrawal, but the library has more than $600,000 in its rainy day fund.

Jay Rigdon, an attorney and library board member, said the library will be build on the south end of the current community center at 301 N. Main St.

That portion of the building is the oldest and will be demolished to make room for the new library.

Rigdon said remodeling that part of the  building was cost prohibitive. At one time the building housed  North Webster High School and, more recently, the elementary school.

The existing library, on the north end of the former school, will remain in place until construction is complete.

Demolition of the unusable portion of the building should begin sometime in the spring, probably in April, according to Rigdon.

In other business the council:

• Approved appropriation adjustments for the sherriff’s department from insurance claims resulting from three vehicle accidents totalling $6,058.40.

• Authorized an additional appropriations for the sheriff’s department for drunk driving patrols. The state won’t reimburse the county until the officers have been paid for the patrols.

• Transfered $500 from the absentee voter office fund for overtime pay from the general election.

• Moved funds from Community Corrections Home Detention Officer to Social Security contributions ($3,000) and retirement contributions ($5,500).

• Permitted additional highway department funds for engineering and bridge replacement.

• Authorized Circuit/Superior Courts to hire a new employee to replace one that is retiring.

• Heard a breakdown of the KCODE 2019 budget.

• Renewed an agreement between the county and the solid waste district that allows the county auditor to act as controller for the district.

The next county council meeting will be at 7 p.m. Dec. 13 at the county courthouse.
