I have been serving the citizens of the great state of Indiana in law enforcement since 1989. I am currently in my second term as sheriff of Noble County. Over my years of service, I have been privileged to work with many good law enforcement officers. Once in a while, I get to meet and work with exceptional law enforcement officers, and one of those officers is Kyle Dukes.

I have known Kyle personally for over 20 years. Professionally, he has been a trooper with the Indiana State Police for more than 17 years and a reserve sheriff's deputy for 2½ years before that. I can say that Kyle is exceptional based on several observations:

1. His ability to lead. I know what it takes to run a sheriff's department. I know the leadership and people skills needed to accomplish what the citizens of your jurisdiction want/need done. Kyle possesses these skills in both great quality and quantity. I have seen him interact with other officers, other deputies, and other sheriffs. He is well-respected by both his peers and his superiors.

2. His ability to adapt. Often in law enforcement you must think outside the box — you have to be willing to do what might have never been done before. You have to do what might not be expected. I have witnessed in Kyle this willingness to be flexible when needed, and have observed his ability to overcome obstacles and deal with difficult situations.

3. His integrity. I have seen Kyle interact with people in a variety of circumstances. He treats all people the same — with respect and integrity and with the highest moral standards. Kyle is the same man professionally as he is personally. What you see is what you get. He is honest and he is trustworthy.

No man that has taken on the office of sheriff has been totally prepared for the job when he took it. It is constant improvement, constant learning, constant leading by example, and constant vigilance when it comes to dealing with those that want to break the law and harm people. I believe that Kyle is better prepared than many that assume the office of sheriff for the first time, and I believe that time will prove that he will accomplish more and secure the safety of those for whom he is responsible better than most.
