Pierceton Man Faces Charges In Strangling, Resisting Arrest

A Pierceton man was arrested earlier this week after allegedly strangling a woman and then attempting to resist arrest with a gun.

Harvey Truman Clutter, 63, of 604 N. First St., #10, Pierceton, was arrested and booked into the Kosciusko County Jail  Tuesday night. Court documents filed Wednesday list the charges against him as strangulation, a level 6 felony; resisting law enforcement with a deadly weapon, a level 6 felony; intimidation, a level 6 felony; and domestic battery, a Class A misdemeanor.

His bond was set at $20,000 surety and $1,000 cash.

On Tuesday, Pierceton Police officer James Bumbaugh responded to a domestic battery report at 604 N. First St. Upon arrival, he was met by a woman who said Clutter grabbed her by the throat with both hands and strangled her. She could not breathe, and then Clutter threw her to the ground. Bumbaugh saw marks on the victim’s legs and red marks on her neck.

Clutter was standing outside the residence behind a trailer and Bumbaugh ordered him to come from behind the trailer so he could see his hands. Clutter then walked up the steps to the residence and told Bumbaugh to get off his property, using an expletive and a hand gesture.

Bumbaugh followed Clutter into the residence and Clutter admitted he had shoved the victim, court documents state.

Other officers arrived at the residence and Bumbaugh told Clutter he was being arrested. Clutter said, “I don’t think so,” and he started backing up, extending his left arm toward a cloth object on the table. Clutter pulled his left arm out and Bumbaugh saw the butt of a handgun and yelled out that Clutter had a gun.

Officers rushed Clutter, grabbing his arms, but Clutter resisted. An officer then used a Taser gun to gain control of Clutter.

On the floor, officers found a loaded 45 caliber Regent handgun and a 4-inch buck knife.

On the way to the jail, according to court documents, Clutter threatened Bumbaugh by stating, “You’ll get yours, Bumbaugh.”

During the investigation of the case, a neighbor told Bumbaugh he heard screaming and cussing coming from Clutter’s residence. He said he saw Clutter grab the victim by the hair and throw her to the ground.
