A Warsaw couple were arrested Monday on theft charges after allegedly scratching off Hoosier Lottery tickets from the woman’s place of work before paying for them and then paying for the tickets with any winnings.

Bryan Joseph Titus, 33, of 504A Ross Ave., Warsaw, was booked into the Kosciusko County Jail at 4:53 p.m. Monday for theft – $750 to $50,000, a level 6 felony. His preliminary bond was set at $3,500.

Amber Dawn Bromley, 30, of 516 W. Pike St., Warsaw, was booked into the jail at 4:32 p.m. Monday for theft – $750 to $50,000, a level 6 felony. Her preliminary bond also was set at $3,500.

On April 9, Warsaw Police Department officer Chris Brown responded to a theft at a Warsaw convenience store. The manager told Brown that she believed one of the store’s employees, Bromley, was stealing lottery tickets.

WPD officer R.J. Nethaway reviewed the store’s surveillance video from April 1. In the video, Nethaway saw Bromley remove tickets from the lottery ticket dispenser and give them to her boyfriend, Titus. Titus would then leave the counter with no transaction taking place. He returned to the counter and handed Bromley any winning tickets, which she would scan and retrieve receipts from the terminal. Transactions took place after the tickets were scratched off, according to court documents filed June 22.

Nethaway also saw Bromley remove tickets from the dispenser and not pay for them before she scratched them off. She would then scan a winning ticket, retrieve a receipt and use the money to pay for previously played tickets.

On June 11, Nethaway interviewed Titus, who said Bromley provided him lottery tickets, which he scratched off before paying for them. He also said the winning tickets were used to pay for the tickets they had already played. Titus said he was aware that Bromley was not supposed to sell family members lottery tickets.

On June 12, Nethaway interviewed Bromley, who admitted she gave Titus tickets and she knew he wasn’t paying for them. She also said she knew she wasn’t supposed to sell lottery tickets to family members.

Court documents state Bromley was directly involved in the theft of $1,490 in Hoosier Lotto tickets from the convenience store. Titus was involved in the theft of $858 in tickets from the store.
