REQUEST FOR QUALIFICATIONS / REQUEST FOR PROPOSALS FOR

DESIGN-BUILD PUBLIC WORKS PROJECT

    Notice is hereby given by Warsaw Community Schools, 1 Administration Drive, Warsaw, Indiana, 46580; requests any Design-Builder interested in being considered by Warsaw Community Schools as a potential Design-Builder with respect to the design and construction of the Renovation to Warsaw High School Cafeteria, as described in the Combined Request for Qualifications / Request for Proposals (RFQ/RFP), dated December 3, 2018 to submit Verified Statement of Qualifications (VSQ) and Proposal as set forth in Indiana Code 5-30, as amended. All responses to the combined RFQ/RFP shall be received until 2:00 PM, local time on January 4, 2019, at the Administrative Offices of Warsaw Community Schools, 1 Administration Drive, Warsaw, Indiana, 46580.  To obtain a copy of the RFQ/RFP, contact the Design Criteria Developer: Mark Beebe, AIA, Lancer + Beebe, LLC, 719 East New York Street, Indianapolis, Indiana 46202, e-mail: [email protected], telephone: (317) 750-5373. All communications between any prospective Design-Builder and Warsaw Community Schools shall be through the Design Criteria Developer, Mark Beebe. The RFQ/RFP includes the following:

    A description of the project, the approximate budget and the anticipated schedule.

    A description of the selection process, including the process for communications between Warsaw Community Schools, the Technical Review Committee (TRC) and the potential Design-Builders, the schedule for the selection process, the Technical Review Committee procedure and a description of submission requirements.

    The general qualifications for prospective Design-Builders, including appropriate experience with similar projects, team experience with design-build, organizational resources and depth, licensing requirements, financial strength and bonding capacity, an offeror’s history of contracting with or hiring minority business enterprises and women’s business enterprises, litigation and disputes history and experience in dealing with bonding authorities.

    The Project specification qualifications for prospective offerors including: Team experience with the facilities or building type that is the subject of the project, team performance record, including quality, schedule and cost of each project, proposed team composition, including the team’s past experience in working together, current capacity to manage the project, proposed key project personnel and client references.

    A description of the qualifications statement evaluation process, which must include: An established scoring system that complies with Indiana Code Section 5-30-5-4, as amended and Indiana Code Section 5-30-5-5, as amended and a formal question and answer process.

    All of the information set forth in the RFQ/RFP as described in the paragraphs above are incorporated into this notice by reference. In addition to the information above, the response submitted by prospective Design- Builders must include all of the information required by Indiana Code Section 5-30-5-3, as amended. The TRC will score the Respondents based on the scoring system described herein. After scoring the VSQs and Proposals, the TRC will separately open the sealed Price Proposals and determine the Best Value. Finally, the TRC will report the selection of the Best Value and the most highly qualified Respondents to the Board of School Trustees of the School Corporation.

    The TRC and Warsaw Community Schools reserves the right to reject any and all responses received to the RFQ/RFP, and to waive any irregularities. Warsaw Community Schools.
