The project will result in new curbs, street, sidewalks and lighting and will be consistent with phase one of the project, which was completed about two years ago.
A public meeting is set to provide an update on plans.
Phase two will stretch from Bronson to Hickory streets and is expected to cost about $1.9 million.
This initial work by the contractors, Phend & Brown Inc., will involve putting up construction signs, taking down trees that will be removed as part of the project, and repairing or replacing some storm pipe near roadway.

The road will not be torn up this year, but there may be some temporary lane restrictions and closures, at times.
The remainder of the work on phase two is expected to begin again in the spring, and be completed in October 2019.
A meeting addressing plans will be at 5:30 p.m. Sept. 10 in the City Hall council chambers for residents and business owners.
The meeting will include city representatives and project officials who will provide details and answer questions.
The project is the second phase of the ongoing effort to reconstruct the eastern portion of the road.
Initial discussions for the third phase, from Hickory Street extending through the immediate downtown area, have already begun.
