Thallemer Vision Seeks Annexation Into City Of Warsaw

Mayor Joe Thallemer’s eye care business, the Dr. Joseph Thallemer Vision Care Center, is formally seeking to become part of the city.
The one-acre property is north of U.S. 30 at 3301 E. Center St. Extended near Ruby Tuesday’s restaurant.
The request became more possible in recent years after surrounding properties were annexed.
The most recent annexation involves property involving a future hotel adjacent to Thallemer’s property.
Inclusion of the hotel property means the Thallemer property will be surrounded on three sides by city property.
A formal request for the Thallemer annexation was introduced Monday at city council.
Thallemer said he would recuse himself from leading the discussion as the request moves through the process with city council. Mayor does not have a voting role in the decision.
The city has seen a handful of small annexation requests this year before a Dec. 31 deadline arrives to accommodate the decennial U.S. Census, which revs up next year.
The two-year moratorium is standard practice in conjunction with the census.
Thallemer has operated the business at the Center Street location since 2003 and has relied on a septic system.
The annexation will allow him to tap into the sewer.
Thallemer said he believed he should make the move now in case his steptic system would fail during the two-year moratorium.
As a result, Thallemer said he will pay the sewer tap fee and will begin paying additional property taxes.
“To me, it’s important my company has access to sewer and I’m willing to pay for it,” Thallemer said.
In addition to the voluntary annexation requests, the city is completing the final steps needed in annexing about 400 acres as part of the airport industrial park.
In another annexation, city council approved a request to annex about 94 acres south of East CR 75N and west of North CR 225E on the city’s northeast side. The request is known as the Mitchell and Messmore annexation. A public hearing was held two weeks ago.
