Commissioners Approve Motorcycle Safety Proclamation

James Dawson, Kosciusko County American Bikers Aimed Toward Education, brought the request before the commissioners. He said the commissioners annually sign a proclamation, and motorcycle riders appreciate the increased awareness.
“The weather may not feel like it today, but motorcycle riding season will get here,” Dawson said. “ABATE has always been about teaching motorcycle safety, and having this proclamation helps that cause.”
County attorney Chad Miner said contracts for services related to the formation of the Tippecanoe Lake Regional Sewer District were mailed to engineering firm Jones Petry Rafinski, South Bend, and legal firm Ice Miller, Indianapolis. Miner said Umbaugh and Associates of Mishawaka felt like they didn’t need a contract for their financial services in the project.
Miner said a meeting will be scheduled in May for residents of the Chapman Lake Association to answer questions and give information related to the sewer district. He said those meetings would be scheduled as soon as possible.

Matt Meersman, of the St. Joseph River Basin Commission, spoke to the commissioners about “making sure I know how to help Kosciusko County with water issues in the legislature.” He said each of the six Indiana counties in the basin commission are now represented by county surveyors and the water conservation district as well as the previous three spots held by local government officials.
County Highway Superintendent Scott Tilden said a request for proposals was sent out Friday to solicit services related to bridge work to be done on South Hand Street in Warsaw. Work won’t begin until 2023.
Commissioners also approved the highway department’s 2017 annual operations report.
An appearance by David Davidsen was canceled just before the meeting began. Davidsen, owner of Davidsen’s Pier south of North Webster, had petitioned the county’s board of zoning appeals to rezone land he owns in the Oakland Hills subdivision from residential to commercial.
According to Area Planning Director Dan Richard, the BZA was going to recommend the commissioners deny Davidsen’s request. Davidsen withdrew his petition early today. Richard said Davidsen and his attorney, Steve Snyder, came to the conclusion that even had the commission approved the petition, Davidsen needed approval of 60 percent of lot owners in Oakland Hills, as per the owner covenant in the subdivision, and that wasn’t going to happen.
The next county commission meeting is scheduled for 9 a.m. May 1.
