Winona OKs Parking Lot Improvements

WINONA LAKE – Four of the six parking lots in The Village at Winona will get some improvements after the Winona Lake Redevelopment Commission approved the lowest bidder Monday.

Super Seal Inc.’s bid for all four lots came in at $23,404, compared to Phend & Brown’s bid of $28,250.

The improvements include seal coating, hot rubber crackfill, new striping and milled repair for The Boathouse middle and south lots (north and south of the Post Office); the north lot (by The Boathouse and the lake) and the 1000 Park Avenue lot (the main lot by Cerulean and other businesses).

The Village at Winona Managing Director Nick Hauck said, “The lots have been sinking, so we have to cut out areas and mill and patch them back up. And then a majority of the work is striping and sealing of all the main lots from all the public use and everything we do down there.”

Town Coordinator Craig Allebach said some striping was done a few years ago. “We have done some storm drainage improvements down there, and some of the cement,” he said. Allebach said that for each of the four lots, Super Seal came in with the lowest quote every time.

“For the whole project, Phend & Brown was just shy of $5,000 more than Super Seal was,” Hauck said.

He said the other two parking lots in The Village don’t need work at this time. Those include the Sym Financial parking lot and the new one that was put in three or four years ago, Hauck said.

Jim Lancaster, Redevelopment Commission member, asked when was the last time that work was done. Hauck said it was around 2008 or 2009. “It’s been several years since it was done,” he said.

Commission member John Elliott made the motion to approve the work, and his motion was unanimously approved.

Later in the meeting, Hauck said he talked to representatives of Super Seal Monday and they wanted to start the work “immediately,” after the first good signs of weather.

In another matter, Allebach told the Commission that the town is looking at the possible expansion of its tax increment finance (TIF) district “for the issue we talked about at the executive session.”

He said he was trying to work with legal counsel “to see if we can have that kind of coming up. That’s why I kind of wanted to start to schedule this because I think we’re going to have a few meetings coming up in the next two to three months.”

Allebach asked the Commission if they would be available next Tuesday after the town council meeting for an executive session. He said it would probably be around 7:30 or 8 p.m. If that doesn’t work, he said they’d try another date and time.

Redevelopment Commission members are Al Disbro, Elliott, Denny Daniels, Lancaster and Alan Alderfer. Daniels was not present at Monday’s meeting.
