Child solicitation alleged in Winona

A North Webster woman was arrested Wednesday after allegedly providing alcohol to three underage girls and then making sexual advances to them at a Winona Lake residence in January.
Elizibeth Ileane Likens, 31, of 9374 E. Backwater Road, North Webster, was booked into the Kosciusko County Jail at 12:44 p.m. Wednesday for child solicitation of a child under 14 with a defendant over 18, a level 5 felony; and three counts of contributing to the delinquency of a minor, all Class A misdemeanors. Her preliminary bond was set at $10,250.
According to court documents filed Feb. 28, Winona Lake Police Department officer David Swain responded Jan. 22 to a report of a juvenile consuming alcohol at Fairlane Mobile Home Park, Winona Lake. Swain spoke with a woman who said “AA” – name and age redacted – showed her a video she had taken. The video shows “BB” – name and age redacted – consuming an alcoholic beverage. The video allegedly was taken sometime during the evening of Jan. 20 or early Jan. 21 at a man’s residence. Swain watched the video and verified the woman’s statement.
Swain then spoke with BB, who said she had been at a sleepover with “CC” and “DD” – names and ages redacted – at the man’s residence. BB said an older woman named Lizzy – later identified as Likens – was at the residence and brought alcoholic beverages and gave them to her and the other girls. BB said Likens attempted to kiss her, but she was pushed away. She said Likens was the person that sent the video, which Swain reviewed.
An Indiana Department of Child Services caseworker, Nicole Nabinger, and Swain spoke with CC, who said BB and DD and she had a sleepover at the man’s residence and they were in the bedroom. She said Likens came into the room with beer and whiskey and gave the girls alcoholic beverages and encouraged them to drink, saying “chug, chug, chug.” Likens was in the room for more than an hour, allegedly making comments that were inappropriate, such as “you are so sexy.” CC said she saw Likens hugging BB and DD. CC said she became ill from the alcohol and vomited several times before falling asleep.
Nabinger and Swain spoke with DD, who said they were in the bedroom and Likens entered carrying alcoholic beverages and offered them to the girls. DD said she took a drink and could taste alcohol. She said BB, CC and she became intoxicated. Court documents state that Likens then began making sexual advances toward them. Likens allegedly grabbed DD’s butt and squeezed it, telling her it was nice. DD told Likens to stop, but then Likens allegedly attempted to kiss her. DD pushed Likens away, then Likens allegedly kissed BB with a “really sexual kiss,” court documents state.

Swain spoke with an 18-year-old who said she was also at the man’s residence Jan. 22 when Likens was present. She said Likens offered her alcoholic beverages but she refused and told Likens she was only 18. Likens allegedly attempted to kiss her multiple times and put her hands down the back of her pants and touched her buttocks, rubbing up the back of her shirt and grabbing her bra strap. She pulled away and told Likens to stop.
A warrant for Likens’ arrest was issued Feb. 28.
