City Eyeing Anchorage Road For Next Street Project

The next road project the city of Warsaw is looking at will involve Anchorage Road.

During the Board of Public Works and Safety meeting Friday, City Planner Jeremy Skinner requested the board approve a professional services contract for $1,000 to DLZ, which would prepare a budgetary opinion of probable project cost.

“(Indiana Department of Transportation) has a call for projects out right now. We’re looking at submitting two potential projects, one of them being Anchorage Road. This will be similar to Husky Trail and Market Street,” he said.

If the city is awarded the funding, INDOT would pay 80 percent of the costs.

According to a work order proposal, the Anchorage Road project would extend from Ind. 15 to Biomet Drive and include roadway reconstruction with turn lanes at the intersections, new curb and gutter for drainage and new sidewalk.

The other project the city is looking at submitting to INDOT for funding is a sidewalk project along Lincoln Elementary School.

“In order to submit those (to INDOT), we need preliminary engineering costs and some schematic drawings as part of our submission to INDOT. Then we’ll have to go to INDOT and give a presentation,” Skinner said.

The $1,000 contract with DLZ would allow DLZ to assist Skinner in putting those preliminary figures and schematics together in hopes of being awarded the project.

“Keep in mind, we’re competing across the state with every community. It’s a competition, but this will assist us in putting our presentation together,” Skinner explained.

Board members George Clemens and City Councilman Jeff Grose approved the request. Mayor Joe Thallemer was absent.

Stormwater Utility Manager Brian Davison then presented a contract with SRKM Architecture for $7,150 for architectural and engineering services to add landscape improvements to a portion of the Beyer Farm Trail near Kosciusko Community Hospital.

He said there’s some erosion issues, but they also want to do some improvements and set up an educational spot for stormwater events.

Warsaw Parks and Recreation Superintendent Larry Plummer said, “We’ve had several washout situations there. We met with Brian out there. We could fix this. He said this as an educational tool as well, and I agree with him on that. So I think this is a good project, not only for educational purposes but also to keep erosion from happening.”

Davison said KCH is joining in on the project.

The board approved the contract.

In other business, the board approved:

• An engagement letter with Plews Shadley Racher & Braun for the legal firm to represent the city in connection with the potential purchase and sale of the Warsaw Chemical Co. property located on Argonne Road. The rate was $310 per hour.

City attorney Mike Valentine said, “We were put on notice that Warsaw Chemical was doing some ongoing well monitoring – years and years and years and years of chemical matters out on Argonne Road – and it was thought that perhaps there would be money available but it would have been filtered through the city. And they were on a short time table, so we approached Plews Shadley, our environmental lawyers in Indianapolis, and a lawyer by the name of Curt DeVoe did some leg work.”

Then Thursday around 3 or 4 p.m., he said they learned that the financial help the city might be involved in could go directly to Warsaw Chemical so the city didn’t need to be involved in it. However, since DeVoe did some work, the engagement letter needed to be approved so he could be paid.

• An agreement with MetroNet for telephone and fiber internet service for a total monthly cost of $10,074.50, a citywide monthly increase of $326.21.

• An interlocal agreement between Kosciusko County and the Warsaw Police Department for the maintenance fees of $30,000 a year through OSSI Records Management System.
