County OKs Garage Bid; Will Rebid CR 300N Bridge Project

Kosciusko County Commissioners on Tuesday morning awarded the bid for a construction of a building at the highway garage while having to table the opening of bids for bridge No. 18 on CR 300N.
The highway department building will include offices and wash and repair bays.
The bid was awarded to Robinson Construction for $3,201,928. The commissioners received the bids for the project at their Oct. 17 meeting. Northern District Commissioner Brad Jackson said the “lowest and most responsive” bidder was Robinson Construction.

On the bridge bid opening, county attorney Chad Miner said notices for bid requests were properly delivered to the local newspapers but one of the newspapers didn’t get it published. Miner did not name the newspaper. The Times-Union published the notice on Oct. 11, page 5B.
“So we can’t do the bid opening today. So I think what I would suggest we do is that we table it out until the Nov. 28 meeting,” Miner said.
Highway Superintendent Scott Tilden will republish the notice and have the bids due at 9 a.m. Nov. 28. The bid opening will then be at 9:15 a.m.
The notice indicates the proposed bridge construction over Tippecanoe River will include replacing the superstructure with new prestressed concrete box beams and asphalt overlay, installing bridge rail and approach guardrail; installing riprap; road reconstruction; and all incidental work required as more fully specified in the contract document and plans.
Miner said they can hold on to any bids that were submitted for Tuesday unless the bidder wants to take them back.
County Auditor Michelle Puckett said no bids were received, but Tilden said prospective bidders were notified of the mixup and would likely bid before the Nov. 28 deadline.
The commissioners approved tabling the bridge bid opening until 9:15 a.m. Nov. 28, with bids due at 9 a.m.
In other business, the commissioners approved:
• Commissioner Bob Conley as the new Board of Finance president. Ron Truex was the board’s president but resigned Oct. 12 as middle district commissioner after realizing he moved out of the district. A Republican caucus at 7 p.m. Nov. 8 will replace Truex.
• County Clerk Ann Torpy’s request to renew user maintenance agreements with Computer Systems Inc. for $3,000 and $4,000. CSI is the court management software provider for the clerk’s office.
• The annual inter-local agreement between the county and the Kosciusko County Solid Waste Management District, as requested by Puckett. She said the agreement allows the auditor to be the controller of the KCSWMD and it’s the same agreement that’s been approved for years.
• Five requests from Kosciusko Area Bus Service General Manager Amanda Landis.
One was a limited power of attorney as KABS received its new med van and she needs to get the plates and title for it. Another was KABS’ quarterly claim for the third quarter, which needs to be sent to the Indiana Department of Transportation. She also presented the 2018 grant agreement forms for both capital and operational funding, and the contract invoice for KABS’ new bus and van.
The next county commissioners meeting is at 9 a.m. Nov. 14 in the old courtroom of the county courthouse.
