On Oct 23, 1939, in Warsaw, Phil was born to Marvin Edward and Lucy Louise Liggett Neff. He was a 1957 graduate of Claypool High School.
Phil enlisted in the United States Navy March 24, 1958. FTG2 Phillip Wayne Neff was honorably discharged Jan 5, 1963.
Upon his return from the service and on April 14, 1963, in Silver Lake, he took Erma L. Salyer as his bride.
A lifetime resident of Kosciusko County, Phil was a co-partner of Par-Kan Co., where he was employed for 33 years. He retired in 1999 as their chief financial officer. He was the owner of Neff’s Short Stop for 19 years, retiring July 31, 2000.
Phil was a member and past master of Warsaw Masonic Lodge 73 F&AM. He was also a member of the Scottish Rite Fort Wayne; Rameses Shriners, Toronto, Ontario, Canada; Order of the Eastern Star, Warsaw; and Warsaw’s American Legion Post 49.
Survivors include three sons: Michael L. (and Ana) Neff, Liberia, Costa Rica, and Richard D. (and Carol) Neff and David W. Neff, both of Warsaw; seven grandchildren; nine great-grandchildren; brother: Bill (and Mary) Neff, Payne, Ohio; and sister, Sue (and Gene) Harshbarger of Fort Wayne.
Phil was preceded in passing by his wife, Erma L. Neff, June 28, 2001; father, Marvin Edward Neff, Nov. 19, 1983; and mother, Lucy Louise Neff, Jan. 17, 1990.
The family will receive guests from 4-7 p.m. Wednesday, May 24, at Titus Funeral Home, Warsaw. A Masonic service will take place at 7 p.m.
Phil’s life will be celebrated at 10:30 a.m. Thursday, May 25, in the funeral home. His nephew, Pastor Blake Neff, will officiate. Burial will follow in Oakwood Cemetery, Warsaw, where military honors will be conducted by Warsaw’s American Legion Post 49 and VFW Post 1126.
