Winona Ordinance Requires Use Of Biodegradable Bags

WINONA LAKE – The town council unanimously approved an ordinance to require biodegradable bags for yard waste.

The ordinance, which goes into effect July 1, only applies to leaves and other yard waste that the town picks up.

Violators can be charged a fine of $25 to $100 plus attorney fees up to $2,500 to enforce the ordinance.

The town will make 15 bags available to each household to assist with the transition.

The ordinance came at the behest of Tom Miller, street supervisor, who mentioned the problem with disposing of plastic bags a few months ago.

In other business, Holly Hummitch, park director,  gave an update on Winona Lake Limitless Park.

She outlined the past fundraising the town has done to the get the park to its current state, and talked about plans for the future.

One of the biggest things is upgrading the restrooms on site to be compatible with the Americans with Disabilities Act.  

The estimated cost of a new restroom is around $150,000. The town already has raised $75,000 of it through the Kosciusko Convention and Visitor’s  Bureau, Hummitch said. The park needs $87,000 to begin construction on the project.

Craig Allebach, town coordinator, said he has applied for more grants to help with the project. He may have ask the town council for a little money to help with the funding.

“These grant providers usually like the town to have a little skin in the game,” he said.

He hopes to raise enrough money to begin construction by the beginning of summer.

Hummitch plans on expanding the playground area and refurbishing the “Victory Circle” fire ring in the future.

After the restrooms, the next big project will be a  raised walkway down from the parking lot to the playground area.
