Manchester Approves Engineering Services For Design Of Storm Sewer

NORTH MANCHESTER – The town council recently approved engineering services and annual on-call service from Jones & Henry Engineers Ltd.
The services provided will be preliminary design, design, bidding and construction services, and general engineering service. The work to be done will be for the separation of storm sewer on North Mill, Ninth and Sycamore streets, and from Sixth Street to Walnut Street. The complete cost for this project comes to an estimate of $661,000.
North Manchester has been working with Jones & Henry Engineers Ltd since Oct. 1, 2014, to amend and confirm the plans for this project.
The North Manchester Police Department is planning to switch its computer operating systems to what Central Dispatch, Wabash County Sheriff's Department and Wabash City Police Department use.
“It will be much easier to share information and know what the other agencies are doing,” Town Marshall Jim Kirk explained.
It will cost about $8,000 to covert the data and another $1,000 to set up and train the employees. Three officers and six part-time dispatchers are already familiar with this computer program. This change will occur around March 13.
The Mediacom Lease Agreement of Well Field Property was approved. The term of the lease will last five years, ending Jan. 26, 2022. With their portion of property, they will be authorized to construct and operate communication systems.
North Manchester’s 2017 Fun Fest road closings were determined. The same closings from the year before will still be in place. There is only one closing on the highway that must go through the state, but all local closings for the August event have been approved.
The Daddy-Daughter Valentine Dance event planned by the Parks and Recreation Department sold all the tickets for event. North Manchester’s Town Manager Adam Penrod and his daughter happened to attend, and 230 other fathers and daughters enjoyed their evening as well. Each couple had their photo taken and received a magnetic photo frame.
Suggestions for the event in the future would be to either have a larger venue or to create a third time for the event, as many who wished to purchase tickets were not able. The upcoming Easter Egg Hunt and Bunny Hop for this year will take place April 15 at Warvel Park.
The Parks and Recreation Department also discovered that its electricity bill was unusually high at its facility. It learned from Duke Energy that it could save money by switching the “load factor” from low to high.
This new information was made known to the town council so that the council could identify any other town departments that could save money by using this method. With this immediate change, the Parks and Recreation Department should be able to save thousands this year.
There is a rumor of a proposal about EDG and the Wabash County Chamber combining their efforts and sharing their services. Penrod did confirm that this has been a discussion, but no action has taken place. He acknowledged that the two departments do share similar goals and could benefit from working together. At this time, it is only an option to be considered and either side could choose to disagree on the collaboration.
Next month’s town council meeting will take place April 12. The town council decided to reschedule its meeting ahead to the next week because of Manchester Community Schools’ spring break.
