Winona Council Clarifies Overnight Trailer Parking Rule

WINONA?LAKE – The Winona Lake Town Council on Tuesday approved a clarification on parking trailers on town streets overnight.

The ordinance passed in 2004 bans residents or visitors from parking their trailers on streets between 10 p.m. and 6 a.m.

There was some confusion over the law, according to town Marshal Joe Hawn.  The confusion came from whether the law applied to attached or unattached trailers.

The council Tuesday night unanimously approved an ordinance that would make the rule apply to both.

“This is just a clarification,” said town coordinator Craig Allebach.

Resident Ken Konieczy expressed concern that the rule was too broad and the council should consider allowing for exceptions in places where it doesn’t interfere with parking.

Hawn said it’s difficult to make a law that covers all the bases, but he is willing to work with people depending on the situation.

“Where do you draw the line?” he said.

In other business, Allebach clarified the biodegradable bag rule that was passed last month. He said the town will pick up leaves and yard waste as normal, but just the stuff that previously went in bags will need to be placed in the new bags.

In other business, Jan Nelson again expressed her concerns with the change in direction on Court Street, which was changed a year ago.

She said she and her husband, Jerry, tried to accept the change but she has “lost any spirit or desire of enthusiasm to cooperate without asking you (the council) to change Court Street back to one-way south.”

Court Street was changed to one way going north as opposed to south. The reasoning for the change was to keep people from hitting a dead end of the street.

Previously, people would hit the dead end and turn around in driveways, causing some residents to complain about the safety of the children who play there.

Since the change, Jan and Jerry have complained to the town council.

Nelson cited having to drive an extra 840 feet seven or eight times a day and decreased property values due to GPS not being able to find it. She argued that people at the end of street should make it a gated community.

The council took no action on Nelson’s request.
