On its docket Friday, the Warsaw Board of Public Works and Safety approved several contracts and grant applications.

One of the requests approved by the board is for the Warsaw-Wayne Fire Territory to seek grant funding for heavy extrication equipment due to the increased truck traffic along U.S. 30 and state roads in the county.

Fire Chief Mike Wilson said the grant funds would come from local and state foundations if they are approved. The cost of the equipment is $84,540. Grants being requested are $64,912 from the K21 Health Foundation; $19,628, Kosciusko County Community Foundation; and $4,000 from Indiana Homeland Security.

The funds would be used to purchase stabilization struts for large, heavy or tall vehicles.

“This equipment will work ... with all the fire services throughout Kosciusko County,” Wilson said. “They will be positioned in Syracuse, Etna Green, Pierceton, Silver Lake.”

The system they’re looking at “would provide a better, safe extrication time and stabilization of large equipment while the rescuers are doing their work and helping to get the victims out,” he said.

Fire departments around the county agreed they would make room to house the large pieces of equipment, Wilson said. Warsaw will provide the other fire departments with training.

The need for this project was observed earlier this year when the fire territory responded to assist the Pierceton Fire Department at a car vs. semi-truck accident at U.S. 30 and Ind. 13. Neither department had the proper equipment to stabilize the affected vehicles. This type of accident has occurred more frequently over the past years within the county, according to information provided by Wilson.

In other business, the board approved:

• The WPD 2019 service agreement with Warsaw Lassus Fuel for the purchase of 75,000 gallons of unleaded and diesel fuel. Cost will be at $1.92 per gallon (87 octane unleaded), and diesel will be purchased as needed at pump price, the same prices as 2018. Fuel may be purchased at 1900 Plaza Drive and 777 Parker St.

• The WPD’s two-year interlocal agreement with Warsaw Community Schools for two school resource officers. The agreement was updated to reflect an increase in the dollar amount in the contract.

An invoice will be generated quarterly for $35,467 over the next two years, with the first on Nov. 1. Total agreement is for $283,736.

The agreement will be forwarded to Warsaw School Board for approval.

• A contract between the Warsaw Wastewater Utility and Wastewater Solutions Inc. for annual wastewater training of 20 WWTU employees for $14,960.

• A contract between the Warsaw Stormwater Utility and G&G Hauling and Excavating for the Eisenhower Basin phase 1 project in Pheasant Ridge for $399,149.95.

• An amendment to the Buffalo Street engineering contract with American Structurepoint Inc. for additional engineering associated with right-of-way acquisitions and utility relocation, as requested by City Assistant Planner Justin Taylor. The additional engineering cost is $10,600.

• The first pay application for the CR 300N road project for $143,174.60 to G&G Hauling & Excavating. Taylor said the payment is for work completed to date.

• A payment application for $8,674.35 to American Structurepoint Inc. for engineering services concerning the Buffalo Street redevelopment project.

• Permission for the Warsaw Police Department to participate in the DUI Task Force Indiana for fiscal year 2018 (Oct. 1, 2017, to Sept. 30, 2018).

DUI Task Force Indiana will pay officers overtime for selective patrols and sobriety checkpoints in the detection and apprehension of impaired drivers. If awarded, DUI total grant funding for Kosciusko County will be about $25,000, with WPD’s portion being approximately $7,000. No local match for the grant is required.

• Permission for the WPD to participate in Operation Pull Over for fiscal year 2018. The program is a grant that pays officers overtime to enforce Indiana law for those not wearing safety belts, impaired driving and child restraint violations.

If awarded, total grant funding for Kosciusko County will be approximately $48,000, with WPD’s portion approximately $12,000.

• The WPD’s Bulletproof Vest Partnership grant application. The U.S. Department of Justice, Bureau of Justice Assistance, offers the program and pays half the cost of bulletproof vests for law enforcement agencies. The 2017 BVP program will supply approximately seven vests at approximately $8,400, if Warsaw is awarded the grant.

• Several contracts as requested by Sheila Wieringa, recreation director, Warsaw Parks and Recreation Department.

Those contracts were for: Party Lane for two superhero characters for Superhero Training Camp from 11 a.m. to noon July 29 for $200; Darlene McCartney to provide a caricature artist for Family Carnival from 6 to 9 p.m. Aug. 4 for $195; Ken Ernsberger to provide a balloon artist for Family Carnival for $225; Mary Dickison to provide two face painters for Family Carnival for $500; Randy Martin to provide a caricature artist for Family Carnival for $240; Steve Belliveau to provide a 45-minute science show at Family Carnival at 8 p.m. for $450; and Sweetcakes Entertainment to provide a 40-minute magic and comedy show at 7:30 p.m. at Family Carnival for $250.

• Closing West Market Street between South Washington and South Lake streets from 7 a.m. to 11 p.m. Sept. 16 for Lake City Media Group’s St. Jude Research Hospital fundraiser. The event is from 2-7 p.m.

• Closing the 200 block of North Maple Avenue from 5-11 p.m. Oct. 20 for a neighborhood block party.
