Notice of Finding of No Significant Environmental Impact
TO ALL INTERESTED AGENCIES, GROUPS AND PERSONS: The Town of Silver Lake is giving notice that it has made a Finding of No Significant Impact for the following project:
Project Title or Name: Silver Lake Municipal Sanitary Sewer Improvement Project
Location of Project: Silver Lake, Kosciusko County, Indiana
Estimated Cost of Project: $952,000
Funding Source: Indiana Finance Authority State Revolving Fund Program and the Indiana Office of Community and Rural Affairs CDBG program
Project Summary: The project includes the following work items:
*Installation of a new 6” force main to divert wastewater water from existing lift station to send direct to treatment plant; thus eliminating unnecessary strain on the mechanical components of the lift station and eliminating sewer back-up issues; and
*Installation of approximately 1,885 lineal feet of new storm sewer to divert standing water that settles around vacuum pump units and enters sanitary sewer lines – this will tremendously help reduce inflow / infiltration issues being experienced at the wastewater treatment plant and residential sewer back-up issues.
An environmental assessment for this project has been made by the Town of Silver Lake and is available for public examination and copying on weekdays between 9:00 AM and 4:00 PM at the Silver Lake Town Hall located at 604 N. Jefferson Street, Silver Lake, Indiana 46982. Based on this assessment the Town of Silver Lake has determined that the project will not significantly affect the quality of the human environment and, hence, an environmental impact statement will not be undertaken under the National Environmental Policy Act of 1969 (P.L. 91-910).
All interested agencies, groups and persons disagreeing with this decision are invited to submit written comments for consideration to the Chad Miner, Council President, Town of Silver Lake, 604 N. Jefferson Street, Silver Lake, Indiana 46982. Such written comments should be received at the address specified on or before March 15, 2017. All such comments received will be considered, and the Town of Silver Lake will not take any administrative action on the project prior to the expiration of the comment period.
Objections to Conditions Release
The State will accept an objection to its approval only if it is on one of the following basis: (a) that the certification was not in fact executed by the certifying officer or other officer of applicant approved by the State; or (b) that the applicant’s environmental review record for the project indicated omission of a required review process. Objections must be prepared and submitted in accordance with the required procedure (24 CFR Part 58) and may be addressed to the State Revolving Fund Loan Program, Indiana Finance Authority, 100 N. Senate Ave, RM. 1275, Indianapolis, IN 46204, Attn: April Douglas or the Indiana Office of Community and Rural Affairs, Environmental Officer, One North Capitol, Suite 600, Indianapolis, IN 46204-2027.
Objections to the release on basis other than those stated above will not be considered by the State. No objections received after March 30, 2017 will be considered by the State.
