Planners Hear Construction Review

Warsaw’s plan commission hasn’t met often this year, but that doesn’t mean there hasn’t been a lot of construction.
Jeremy Skinner, city planner, gave the board a quick review Monday night of what’s been going on in the county seat and what will be occurring 2018. A full year-in-review will be presented at the commission’s January or February meeting.
“We didn’t have as many plan commission meetings as we’d typically have,” Skinner said. “I think a lot of that comes down to the fact that over the last five or six years, we’ve approved a lot of plats and a lot of those plats are being developed,” he said.
There’s development occurring in front of Meijer, in front of Menards and along Ind. 15 near Kohl’s.
Tom Allen, commission president, said the new gas station on Argonne Road looks really good.
“It’s a big improvement, isn’t it?” Jim Gast, commission member, said.

“It went from ghetto to uptown over night,” Rick Keeven, vice president, said.
Commission members agreed there were a few other things along that road which needed addressing. Skinner said, “We’re working on it.”
Skinner said the Meijer development has one lot left this year. In the development will be Starbucks, Moe’s and McAllister’s Deli, and Belle Tire has submitted development plans to be next to McAllister’s. He said one of the two remaining spaces might be a Verizon store.
Keeven asked him if he saw much in the hopper for 2018.
Skinner said in 2018 the plan commission will have two hotels on the docket and three or four commercial buildings. One of the hotels won’t start construction until next year.
Skinner said the area behind Menards “hasn’t quite materialized into what we hoped it would.
We’ve had a lot of people interested in that property, but they’ve struggled to deal with Menards. It’ll be interesting to see what happens. There’s a nice chunk of land back there. So there’s still a lot of opportunity out there.”
Gast asked what was going in south of Kohl’s. Skinner said it was a rehab facility. “Main Street is the developer, Trilogy is the owner/operator,” he said.
He said he hopes the second phase of the East Market Street reconstruction project will get off the ground in 2018; the second phase of the Warsaw Technology Park will commence next year, as will the second half of the CR 300N project. The North Buffalo Street project has been bid out and construction is set to begin in 2018.
There was one petition before the Plan Commission on Monday.
Belle Augusta Biggs LLC sought a final plat for 79 lots in the Belle Augusta subdivision along the east side of CR 225E, north of Pontiac Drive, on 37.1 acres.
The preliminary plat for the subdivision, originally called Mitchell Reserve, was submitted in October 2004, Skinner said.
The final plat for phase II of the subdivision matches everything the petitioner said they were going to do, he said.
“The only thing outstanding is they do need to update their letter of credit to account for the surface in phase II, so my recommendation is we do approve it subject to them getting that revised letter of credit for that top coat,” he said.
Kevin McDermit, with Lougheed & Associates professional civil and environmental consultants out of Fort Wayne, said the letter of credit wouldn’t be an issue.
The Plan Commission unanimously approved the final plat subject to the petitioner obtaining the revised letter of credit.
The board’s 2018 meetings will be at 7 p.m. in the city council chambers on Jan. 8, Feb. 12, March 12, April 9, May 14, June 11, July 9, Aug. 13, Sept. 10, Oct. 8, Nov. 13 and Dec. 10.
