A quote was awarded, a payment was approved and an agreement was signed at the Warsaw Board of Public Works and Safety meeting Friday.

Street Superintendent Jeff Beeler told the board sealed quotes were requested for the application of Reclamite, a form of asphalt paving. Three invitations to bid were sent out, with two companies declining.

The only proposal received was from RejuvTec Inc. for $102,775, with a price per square yard of $1.08, “which is the same price they used last year for the same application,”?Beeler said. He recommended the quote from RejuvTec be accepted and the board approved.

The project is approximately 94,000 square yards and will be completed by Aug. 11.

“This is all from our Community Crossings grant. Money that we are finishing up this year,” Beeler said.

Stormwater Utility Manager Brian Davison presented a payment application for $184,870 to Selge Construction Co. for the Osborn stormwater improvement project. Five percent – $9,730 – of the $194,600 in work completed on the project is being withheld as a retainer until all work is satisfactorily completed.

“That project is actually finished. The work went really quick as projects do with Selge. But this is their first pay application,” Davison said.

Mayor Joe Thallemer said the pay application was just about 95 percent of the funds for the project. Davison said Selge did “really good” on the project. The board approved the pay application.

Davison then presented an agreement with G&G Hauling & Excavating for the Eisenhower basin project near Pheasant Ridge. He said the bids were opened and awarded in July. The city council also transferred funds for the project at its last meeting.

The project includes the replacement of existing stormwater management system and installation of pre-construction and post-construction stormwater quality measures.

At the start of the Board of Works meeting, Thallemer gave the formal oath of office to Warsaw Police Department officers Jacob D. Metzger and Clayton N. Rieder.

Police Chief Scott Whitaker said Metzger has been with the department for one year, coming off probationary status. Rieder was with the North Webster Police Department for four years and just ended his one-year probationary status with WPD.

The Board of Works also approved the change in payroll report from Human Resources Director Jennifer Whitaker, which included Rieder’s and Metzger’s salaries as full-time non-probationary patrol officers. Rieder will receive $1,937.72 biweekly, and Metzger will be paid $1,882.888 biweekly.

Whitaker said, “For the wage difference, we just put some longevity in there and also shift differential,” which is why the two officers’ wages aren’t the same.

The payroll report also included human resources administrative assistant Karen Smith’s wages increasing to $18.18 an hour as she’s moving from part time to full time. In the 2016 and 2017 budgets, the position was budgeted for full time but “we’re just ready to do it now,” Whitaker said.

Zarick Smith, street department refuse collector, also is moving from part time to full time. He will be paid $16 per hour. A full-time slot opened up after an employee moved to southern Indiana.

Before public comments, Airport Manager Nick King told the board, “We’re doing the airplane rides at the airport. They were supposed to be coming in tonight at 5 o’clock. Due to the severe weather – they’re based out of Michigan, they’ve got 45 to 50 mph winds – they’re unable to travel down tonight. Right now the weather forecast for (today) is supposed to be absolutely beautiful, high of 78 and calm winds so they will be here at 8 o’clock (this morning). I just wanted to get that out to the public so we don’t have a ton of people showing up at 5 (p.m.) tonight expecting rides and the airplanes can’t expect it tonight.”

In other business, the Board of Works approved:

• Closing Logan Street along the Warsaw Community High School property from 6:30 a.m. to 1 p.m. Sept. 9 for the Warsaw Cross Country Middle School Invitational. The invitational starts at 8 a.m.

• Plans for WPD to participate in a traffic safety initiative with a Non-Motorist Grant for a second year to reduce fatalities and injuries among pedestrians and bicyclists. The funds will be used to pay officers’ overtime to enforce local ordinances and state laws along greenways, trails, side paths and sidewalks. The town of Winona Lake will be requesting grant funding of approximately $20,000, with WPD’s portion to be approximately $10,000. There is no local match for the grant, WPD Capt. Kip Shuter said.

• A rental contract between the Warsaw-Wayne Fire Territory and Shutter Blast  for a photo booth at the Family Safety Day event Sept. 9. The booth would allow children to have their picture taken in emergency services attire. The cost for the booth for the four-hour event is $625. The fire territory board approved the contract at its last meeting.

• Advertisement in the 2018 Kosciusko County Convention and Visitor's Bureau visitor guide. The mayor’s public relation fund will provide $561 and the park department’s advertising fund will contribute $335. The city annually places an ad in the guide.
