City, LCB Partnering For Streetscape Along Indiana St.


Lake City Bank and the City of Warsaw are partnering together to construct a streetscape along Indiana Street between Center and Market streets.
At the Warsaw Board of Public Works and Safety Friday, board members Jeff Grose and George Clemens accepted a quote and alternative bid from Clounie Landscaping Inc. totaling $72,476 for a streetscape project next to Lake City Bank’s building along Indiana Street.
City Planner Jeremy Skinner said, “We’ve been working with Lake City Bank to do the city streetscape along Indiana Street. Obviously, out in front of their building along Center Street, the streetscape has been done. We’ve been working with them to finish the Indiana side.”
Plans for the streetscape include plantings, tree matting, paver work, cast concrete curbs and planters.
The only quote received for the work was from Clounie Landscaping. The quote was for $68,700, but Skinner recommended the board “accept that quote as well as the added base for the bid for the alternative, which is to replace all the concrete rather than cut around, so the total request would be for the $72,476, which includes that alternative.”
Clemens asked what percentage of the cost was the bank going to pay. Skinner replied 50 percent. “We’re splitting the cost with the bank,” he said.
Since only one bid was received, Clemens said it must be a busy time for contractors. Skinner said he was surprised.
In other matters, Police Capt. Kip Shuter requested permission for the WPD to seek sealed quotes for the purchase of two Ford Police Explorer Interceptor utility vehicles. He said it’s already budgeted. It will take eight to 10 weeks to acquire them, and are replacing the Caprices which are no longer available.
The Board of Works approved the request.
A pay application of $18,217.04 to A&Z Engineering LLC for Husky Trail construction engineering was approved on the recommendation by Skinner.
“This is the first pay application for the last contract associated with the Husky Trail project. This is for construction engineering. These are the inspection services that will occur throughout the INDOT construction project. That contract was signed last year. It’s an 80/20 match, the same as all the other INDOT contracts. We will pay out 100 percent and get 80 percent reimbursed as part of that INDOT agreement,” he said.
The other payment application before the board was for $9,750.24 for American Structurepoint Inc. for the construction engineering of the Buffalo Street redevelopment project.
The board approved the payment.
Jennifer Whitaker, human resources director for the city, reported, “We’re still in the hiring process for summer positions. We actually are having a little bit of a tough time filling even the part-time summer positions that are traditionally held by the high school students or the college individuals who want to make a little money before heading back to school.”
She said they need to be 18 years of age or older, “but it’s tough out there, even with part-time.”
The next Board of Works meeting is at 10:30 a.m. May 5. The May 19 meeting has been rescheduled to May 22.
