WaNee Recruitment

I find it interesting that “welfare” recruitment is coming at the same time that the WaNee school district announced a huge expansion/remodeling project.  
I wonder how many parents in the WaNee school district understand what is taking place within the school district.  On Friday afternoon, WaNee announced an urgent plea for parents of school children to apply for free and reduced lunch and textbook assistance. Now, one would wonder, why they would be recruiting for welfare. Well, as the request notes, the school district benefits financially so the more that apply and meet the requirements, the more money the school district also receives. My question is, “Since when does a school district recruit for welfare recipients?” While I understand there truly are cases where individuals need assistance, I’m perplexed as to how we can use this as a recruiting tool. How do parents who are working hard to teach their children self-respect, self-determination and independence, feel about the district’s choice to promote welfare?  
As a taxpayer, I also find this appalling.  Where does the school district think these dollars come from?  The Hoosier taxpayer, unfortunately, and to recruit more tax dollars via welfare, is deplorable in my opinion.
